Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.5 Adopt a Resolution Partially Accepting the D Street Interim Improvements and Authorizing the Filing of a Notice of Completion.
9.6 Adopt a Resolution Authorizing the Chief of Police or his Designee to Enter into a Memorandum of Understanding with the Oakdale Saddle Club.
9.7 Adopt a Resolution Authorizing the City Manager to Execute an Agreement with Ross F. Carroll for Installation of an ADA Compliant Parking Stall in the North Third Avenue and East D Street Parking Lot in the Amount of $24,446.00 with a 10% Construction Contingency of $2,500.00 for a Total Project Cost of $26,946.00 Funded by Measure L Fund 222.

11.3 Consider a Resolution Authorizing the Purchase of a Turfco CR-15 Top Dresser from Belkorp Ag, LLC in the Amount of $43,571.98 to be Funded by Parks Replacement Fund 549 and Cal Recycle SB 1383 Local Assistance Grant Program.

11.4 Consider a Resolution Authorizing Staff to Enter into a Contract with HigherGround Live911 for Three Years, with the First Year Being $7,380 and Each Subsequent Year Being $6,000 for a Total of $19,380 Using Funds from the Contract Service Account 110-2110-425003.

11.5 Consider a Resolution Establishing a New Public Services Position Titled Capital Projects Manager.
Recommended Action: Adopt a Resolution establishing a new Public Services Position titled Capital Project Manager.
11.6 Consider a Resolution Authorizing the City Manager to Enter into a Service Agreement with GoTo Connect to Provide the City with a New Phone System for an Annual Amount not to Exceed $12,000 and Authorize Mid-Valley IT to Configure and Set Up the Phone System for the One-Time Amount of $5,700.
Recommended Action: Adopt a Resolution authorizing the City Manager to enter into a service agreement with GoTo Connect to provide the City with a new phone system for an annual amount not to exceed $12,000 and authorize Mid-Valley IT to configure and set up the phone system for the one-time amount of $5,700.
11.7 Consider a Resolution Authorizing the City Manager to Execute a Contract with George Reed, Inc. for the Construction of the Greger Sports Park in the Amount of $5,845,526; Public Restroom Company in the Amount of $377,052 and a Contingency in the Amount of $584,522 for a Total Cost of $6,807,124 to be Funded by Parks Capital Facilities Fund 343 in the Amount of $4,750,124, Parks Replacement Fund 549 in the Amount of $250,000 and ARPA Fund 239 in the Amount of $1,807,000.
