I. BACKGROUND/DISCUSSION
The property owned by K. Hovnanian Homes, Inc. (Developer), APN 064-082- 016 is located in the East F Street Corridor Specific Plan, fronting on East D Street. An easement already exists at the proposed location, which is typical with subdivision development. However, a modification to the existing easement is required in order to consider the location of utility equipment. This easement allots dedicated space for the utility equipment and also allows the utility company to perform any maintenance and/or repairs on the equipment in the future.

CITY COUNCIL STAFF REPORT
Date: April 1, 2024
To: Mayor and Members of the City Council
From: Tim Tietjen, Fire Chief
Subject: Consider Approving Resolution Authorizing Staff to Purchase a New Type 3 Fire Engine replacing Brush 28, from Hi-Tech Emergency Vehicle Service Inc. in the amount of $544,392.74 from Fire Equipment Replacement Fund 532
I. BACKGROUND
The City of Oakdale over the years has set aside funding for fire apparatus replacement. We have tried to stay with a common industry practice of having front line apparatus in service for 10 years and in reserve status for 5 years, and then replacing it at 15 years. With budget challenges over the years, we have done a good job of staying on that path with our Type 1 engines, which are the larger apparatus that respond first out of Fire Station 28 and 27. Both E-27 and E-28 have been replaced in the last 2 years.

Our Type 3 Engine, known as Brush 28 which is used for wildland and vegetation fires in hard to access areas has gone well over the industry standard for replacement. The main reason for this delay in replacement is we had to make difficult decisions and be fiscally responsible during those very lean years and pushed off the replacement of this apparatus.

II. DISCUSSION
With Brush 28 (built in 2002) now being 22 years old we have reached the end of its life span. The cost of maintaining and repairing it are becoming more frequent and costly. For example, we have spent $11,000 for repairs in the last 4 months. Over the last year it was nearly out of service more than it was available. This is partially due to the inability to get parts for the necessary repairs, and the age of the apparatus makes it more susceptible to breakdowns. Our fleet manager has recommended its replacement due to these challenges and the ongoing issues that will only get worse.

As I worked with our apparatus committee to look at replacing Brush 28, we were informed that the delivery dates were 24 to 36 months out for a new apparatus depending on the manufacture. This was not an ideal situation given the current condition of Brush 28. I reached out to Hi-Tech Fire AGENDA ITEM 11.1
49 Apparatus and was told that they were in the process of building 4 Type 3 engines for the San Jose Fire Dept.

In seeing the long delays and wait times for production and delivery of the chassis, Hi-Tech took the initiative and ordered an additional chassis and was building a fifth Type 3 engine from the San Jose spec as a demo for their company. We were able to work with Hi-Tech and piggyback onto the competitive bid process with San Jose Fire Dept and have this apparatus available to the City of Oakdale for purchase and delivery within 90 days.

This apparatus is a 2023 Freightliner M2 106MD 4x4. It has a Cummins L9 360 EV motor with an Allison 3000 Transmission and 500-gallon water tank with a 500 GPM PTO and booster pump.
50 III. FISCAL IMPACTS
Hi-Tech/Freightliner M2 106MD 4x4 Type 3 Fire Apparatus Pre-tax cost $502,300.00
Sales Tax @ 8.38% $42,092.74
Total Unit Cost $544,392.74
The City of Oakdale has put aside money each year for the replacement of Fire Apparatus. The funding for this purchase will come from Fund 532 Fire Equipment Replacement fund and will not have direct impact to the General Fund.

IV. RECOMMENDATION
Staff recommends the City Council approve a Resolution authorizing Staff to purchase a New Type 3 Fire Engine replacing Brush 28, from Hi-Tech Emergency Vehicle Service Inc. in the amount of $544,392.74 from Fire Equipment Replacement Fund 532.
