7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.
8. Appointment to Boards, Commissions, Committees
8.1 Consider Appointment of Rick Jones, Cecilia Suarez, Ernest Valdez, Jr. and Justin Bochmann as Committee Members to the Measure H Residents Oversight Committee to Serve a Four-Year Term to Expire 4/2028.
8.2 Consider Appointment of Linda Sharp, Nancy Smith as Commissioners to the Senior Citizens Advisory Commission to Serve a Four-Year Term to Expire 4/2028.
8.3 Consider Appointment of Has Panchal as Advisory Member to the Tourism Business District Advisory Board to Serve a Four-Year Term to Expire 4/2028.

The consent agenda is comprised of Items 9.1 through 9.5, unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of April 1, 2024.

9.2 Receive and file the Warrant List for the period March 27, 2024 – April 9, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Adopt a Resolution Authorizing a PG&E Public Utilities Easement in the Third Avenue Parking Lot for Electrical Equipment Placement and Service.
9.5 By Minute Order, Approve Co-Sponsored Special Event Application Submitted by Lisa Ballard with the Oakdale Enrichment Society, to hold the All American Bash on Saturday, June 29, 2024 at Dorada Park.

11. Staff Reports
11.1 Consider a Request from the Oakdale Baseball Softball Association to Manage the Access of the Softball Fields at Kerr Park from March 1st to June 1st Each Year.
Recommended Action: By minute order, allow Kerr Park softball fields to be locked by a combination lock so that access to the fields can be managed by the City and OBSA from March 1st through June 1st each year.
11.2 Consider a Resolution Accepting the 2023 Annual General Plan Progress Report and the 2023 Annual Housing Element Progress Report.
Recommended Action: Accept the 2023 Annual General Plan Progress Report and the 2023 Annual Housing Element Report and direct Staff to transmit the report to the appropriate State Agencies.
