IMPORTANT DISCLOSURES

To obtain a copy of our current disclosures, you may contact your client service representative by calling the number on the front of this statement or you may visit our website at www.chandlerasset.com.

Information contained in this monthly statement is confidential and is provided for informational purposes only and should not be construed as specific investment or legal advice. The information contained herein was obtained from sources believed to be reliable as of the date of this statement, but may become outdated or superseded at any time without notice.

Custody: Your qualified custodian bank maintains control of all assets reflected in this statement and we urge you to compare this statement to the one you receive from your qualified custodian. Chandler does not have any authority to withdraw or deposit funds from/to the custodian account.

Valuation: Prices are provided by IDC, an independent pricing source. In the event IDC does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.

Performance: Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.

Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.

Ratings: Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.

Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest and carries a AA+/Aaa/AAA by S&P, Moody’s and Fitch respectively. 54 CONFIDENTIAL | 8

I. BACKGROUND

• Have been damaged and worn and useful life is exhausted. • Are not safe
• Are deemed irreparable
II. DISCUSSION
Below is a list of current surplus vehicles for the City of Oakdale Public Services Department:

Description Vin Number Milage Condition
2003 Ford Ranger 1FTYR10D64PA26827 74,040 Wrecked-Totaled 2001 Chevy 2500 Utility 1GBHC24U81Z299161 69,260 Cracked Block 2003 Ford F-150 1FTRF17283KA84385 82,659 Will not SMOG
Replacement have been scheduled or will be evaluated but in either event, Staff will return and present to council at a later date.

III. FISCAL IMPACT
Sending vehicles to surplus will result in a positive fiscal impact since this equipment is underutilized, in need of repair, and expensive to maintain. Proceeds from their sale will be returned to appropriate funding divisions where the vehicles were originally funded.

IV. RECOMMENDATION
Move to adopt the Resolution declaring certain vehicles for surplus and authorizing City Staff to dispose of surplus vehicles by auction, sale, or other method.

Subject: Consideration of a Resolution of Concurrence and Support of Stanislaus County to Submit the Draft 2024-2025 Annual Action Plan for the Community Development Block Grant Program and Emergency Solutions Grant Program to HUD
I. BACKGROUND
In 2002, Stanislaus County was designated an Urban County by the Federal Housing and Urban Development Department (HUD). With this designation, Stanislaus County qualifies as an “entitlement” jurisdiction which means that the County receives Community Development Block Grant (CDBG) and Emergency Solutions (ESG) funds from HUD without participating in the competitive application process. Currently, Stanislaus County, along with the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, Waterford and unincorporated areas of Stanislaus County form what is known as the Stanislaus County CDBG Consortium.

The Annual Action Plan (AAP) outlines the goals for utilizing CDBG and ESG funds to assist low-income households and persons in the areas of housing, associated infrastructure and economic development for the Stanislaus County CDBG Consortium.

Each year the County receives a formula-based allocation of HUD program resources.

These resources are then allocated by a formula based upon poverty and population estimates drawn from census data to each participating jurisdiction to use within their communities to address identified community development needs. Approval of the Draft 2024-2025 Annual Action Plan is necessary for the City to continue to receive HUD funding on an annual basis.

Subject: Consider a Request from the Oakdale Baseball Softball Association to Manage the Access of the Softball Fields at Kerr Park Year-Round
I. BACKGROUND
The Oakdale Baseball Softball Association (OBSA) provides recreational baseball and softball leagues for over 800 children. Each year OBSA invests money and significant volunteer time to prepare and keep the fields at Kerr Park usable for the sports leagues that they operate. The Kerr Park softball fields are currently fenced and gated but access to the fields is not managed and they are open all of the time.

Unfortunately, the actions of some members of the public have damaged or created situations that are problematic for the children using the fields for game play. Despite placing signs informing residents that dogs cannot enter the softball fields individuals continue to use the fields as a private dog park. The dogs are allowed to roam free in the fenced areas and dogs have chewed up bases and other equipment.

II. DISCUSSION
At the April 15, 2024 City Council meeting the Oakdale City Council approved an arrangement that would manage access to the Kerr Park Baseball/Softball Fields from March 1 – June 1 each year. At that meeting, members of the OBSA Board asked if the City Council would consider allowing this managed access arrangement to occur year-round. The Council could not take action on that request at that time so it is Attached to this report is an email from OBSA requesting that the Kerr Park softball fields from March 1 – June 1 each year be locked by way of combination locks in order to protect the fields from unauthorized use and damage. The City and OBSA would work together to coordinate access for other groups such as Broncos Baseball and the men’s softball league. The goal is to protect the fields from damage and keep them safe for gameplay for the groups that currently and regularly use them during the March/June season.

III. FISCAL IMPACT
There is no negative impact to the General Fund. Locking the fields would help minimize additional costs created when the fields are damaged.

Subject: Consider a Resolution Approving a Consultant Services Agreement with Dixon Resources Unlimited (Dixon) in the amount not to exceed $44,322 to provide parking consultant services for the City of Oakdale from fund 631 Parking Operations Fund and Authorize the City Manager to Execute Agreement
I. BACKGROUND
The City of Oakdale has seen increased business activity in the downtown area. New and expanding businesses have successfully attracted more customers and employees who need to park in the downtown. Generally, downtown parking spaces are designated into two categories 1) 2-hour parking and 2) Long Term parking. Significant community discussion has been observed on social media regarding parking in the downtown and how it is managed. Some believe that shorter parking times should be allowed while others believe longer parking times should be adopted. Additionally, some employees and customers of local businesses have lamented receiving multiple parking citations for not adhering to the 2-hour time limit. City staff has held meetings with local businesses over the last several months to better understand the parking needs of those businesses.

City staff believes that it would be prudent to have an industry recognized parking consultant conduct a comprehensive review of our downtown parking area and assist the community in developing a comprehensive Parking Action Plan that will enable more efficient management of the limited parking spaces.

City staff recommends that the City should enter into an agreement with Dixon Resources Unlimited (Dixon) to review and assess its downtown parking situation and develop strategies to better manage these assets.

Dixon is recognized across the United States as an expert in the development of parking programs for municipalities.

Dixon clients include (partial list):
• Alameda
• Anaheim
• Livermore
• Modesto
• Napa
• Paso Robles
• San Leandro

Consultant shall not, either during or after the Term, disclose to any third party any Confidential Information without the prior written consent of City. If City gives Consultant written authorization to make any such disclosure, Consultant shall do so only within the limits and to the extent of that authorization. Consultant may be directed or advised by the City Attorney on various matters relating to the performance of the Services on the Project or on other matters pertaining to the Project, and in such event, Consultant agrees that it will treat all communications between itself, its employees, and its subcontractors as being communications which are within the attorney-client privilege.

Force Majeure does not include: (a) Consultant’s financial inability to perform; (b) Consultant’s failure to obtain any necessary permits or licenses from other governmental agencies; or (c) Consultant’s failure to obtain the right to use the facilities of any public utility where such failure is due solely to the acts or omissions of the Consultant.

Nothing contained herein shall be construed as creating an employment, agency or partnership relationship between City and Consultant. City shall have the right to control Consultant only insofar as the result of Consultant’s services rendered pursuant to this Agreement; however, City shall not have the right to control the means by which Consultant accomplishes Services rendered pursuant to this Agreement.

When the Project is resumed, Consultant's compensation shall be equitably adjusted by the City to provide for expenses incurred by the interruption of the Services.

In this regard, Consultant shall furnish to City such financial information, as in the judgment of the City Manager, as necessary to determine the reasonable value of the Services rendered by Consultant during the period when Services were suspended.

If the Parties are unable to agree upon the amount of extra compensation which is due to Consultant within thirty (30) days of Consultant resuming Services, the amount of such additional compensation, if any, that is required to appropriately compensate the Consultant for its expenses incurred by the interruption of Services may be determined by arbitration conducted in accordance with this Agreement. Such arbitration shall be commenced by Consultant no later than sixty (60) days following the event, which entitles the Parties to pursue arbitration unless the Parties agree in writing to an extended time period for commencement of arbitration. Unless otherwise agreed in writing, all Parties shall carry on the Services and perform their duties during any arbitration proceedings, and City shall continue to make payments for the Services in progress as required by this Agreement.

Section 16. Ownership of Work Product. Any and all work, artwork, copy, posters, billboards, photographs, videotapes, audiotapes, systems designs, software, reports, designs, specifications, drawings, diagrams, surveys, source codes, consultant or 79 {CW053667.2} CONSULTANT SERVICES AGREEMENT

technical information or data, photographs, notes, letters, emails or any original works of authorship created by Consultant or its subcontractors, or subcontractors in connection with Services performed under this Agreement (“Products”), shall be, upon payment to Consultant, the property of City including any and all Products deemed works for hire or copyrights under title 17 of the United States Code. In the event it is ever determined that any Product created by Consultant or its subcontractors, or subcontractors under this Agreement, are not works for hire under U.S. law, Consultant hereby assigns all copyrights to such Products to City. With the prior written approval of City's point of contact for the Project, Consultant may retain and use copies of such Products for reference and as documentation of its experience and capabilities.

All Products shall, upon payment to Consultant, become the property of City, irrespective of where located or stored, and Consultant agrees to deliver all such documents and information to City, without charge and in whatever form it exists, on the completion of the Consultant's services hereunder and upon payment to Consultant. Consultant shall have no ownership interest in such Products, except to the extent of any pre-existing intellectual property of Consultant, or its consultants, that may be part of such Products.

Consultant and its consultants shall grant City a nonexclusive license to use such preexisting intellectual property for the purposes contemplated under this Agreement.

All work product of Consultant under this Agreement, including written information which City will cause to be distributed for either internal or public circulation, including both preliminary and final drafts shall be delivered to City in both printed and electronic form, or as may be specified in Exhibit A.

When this Agreement is terminated, Consultant agrees to return to City all documents, drawings, photographs and other written or graphic material, however produced, that it received from City, its contractors or agents, in connection with the performance of its Services under this Agreement. All materials shall be returned in the same condition as received.

In the event City uses the Products without retaining Consultant, City releases Consultant and its consultants, and causes of action arising from such uses. City, to the extent permitted by law, further agrees to indemnify and hold harmless Consultant from all costs and expenses, including the cost of defense related to claims and causes of action asserted by any third person or entity to the extent such costs and expenses arise from City’s use of the Products without retaining the Consultant. Where City uses the Products without retaining Consultant, City shall delete Consultant’s and its consultants’, seals and signatures from their respective title blocks and signature pages. 80 {CW053667.2} CONSULTANT SERVICES AGREEMENT

Section 17. Termination of Work by City for Convenience. City shall have the right to terminate this Agreement at any time for its convenience by giving notice of such termination to Consultant. In the event City gives such notice of termination, Consultant shall cease rendering Services upon receipt of said notice given as required in this Agreement. If City terminates this Agreement:
(a) Consultant shall, upon receipt of payment for its Services, deliver copies of all Products prepared by it pursuant to this Agreement. (b) If City terminates this Agreement for convenience before City issues the Notice to Proceed to Consultant or before Consultant commences any Services hereunder, whichever last occurs, City shall not be obligated to make any payment to Consultant. If City terminates this Agreement after City has issued the Notice to Proceed to Consultant and after Consultant has commenced performance under this Agreement, City shall pay Consultant the reasonable value of the Services rendered by Consultant, pursuant to this Agreement, prior to termination of this Agreement. City shall not in any manner be liable for Consultant's actual or projected lost profits had Consultant completed the Services. Consultant shall furnish to City such financial information, as in the judgment of the City Manager, as necessary to determine the reasonable value of the Services rendered by Consultant prior to termination. In the event of a dispute as to the reasonable value of the Services rendered by Consultant prior to termination, and the Parties are unable to agree upon said amount within sixty (60) days following the date of the notice of termination by the City, such dispute may, upon the request of either Party, be resolved in accordance with section 22.
(c) Except as provided in this Agreement, in no event shall City be liable for costs incurred by or on behalf of Consultant after the date of the notice of termination.

Section 18. Assurance of Performance. If, at any time, City reasonably believes Consultant may not be adequately performing its obligations under this Agreement or may fail to complete the Services as required by this Agreement, City may submit a written request to Consultant for reasonable written assurances of performance and a plan to correct observed deficiencies in Consultant's performance. Failure to provide written assurances subsequent to such written request, constitutes grounds to declare a breach under this Agreement.

Section 19. Cancellation for Breach by Either Party. Should either Party fail to substantially perform its obligations in accordance with the provisions of this Agreement, the other Party shall thereupon have the right to cancel the Agreement by giving written notice and specifying the effective date of such cancellation. If City cancels this 81 {CW053667.2} CONSULTANT SERVICES AGREEMENT

Page 9 ends

Agreement for breach and it is subsequently determined that Consultant did not fail to substantially perform its obligations in accordance with this Agreement, then cancellation for breach by City shall be deemed, and treated, as termination for convenience.

Neither Party waives the right to recover damages against the other for breach of this Agreement, including any amount necessary to compensate City for all detriment proximately caused by Consultant's failure to perform its obligations hereunder, or which in the ordinary course of things would be likely to result therefrom. City reserves the right to offset such damages against any payments owed to Consultant to the extent it has been determined by adjudication or settlement that Consultant is responsible for such damages.

City shall not in any manner be liable for Consultant's actual or projected lost profits had Consultant completed the Services required by this Agreement. In the event of cancellation by either Party, copies of all finished, or unfinished, Products shall become the property of City.

Section 20. Non-Discrimination. In its performance of the Services, Consultant shall adhere to all applicable federal, state and local laws, rules, and regulations against discrimination based on race, color, religion, gender, sexual orientation, national origin, age, disability, genetic information, marital status, amnesty, or status as a covered veteran. In addition, any agreement with subcontractors, if approved as provided herein, must include applicable language required by the Office of Federal Contract Compliance Programs (OFCCP) that requires subcontractor to maintain equal employment opportunity policies, and, as necessary, affirmative action policies.

Section 21. Disputes. If a dispute arises between City and Consultant as to any provisions of this Agreement, City and Consultant may attempt to resolve any dispute by first entering into structured non-binding negotiations with the assistance of a mediator.

The mediator shall be appointed by agreement of the Parties. If a dispute cannot be settled with the mediator within a period of thirty (30) calendar days, either Party may seek to resolve such dispute through legal action, subject, however to the limitation in damages provided herein.

Section 22. Insurance Coverage. During the Term, the Consultant shall maintain in full force and effect policies of insurance set forth herein, which shall be placed with insurers with a current A M Best’s rating of no less than A VII and will provide the City with written proof of said insurance. Consultant shall maintain coverage as follows:

Page 10 ends

22.1 General Liability. Consultant shall carry general liability insurance in the amount of One Million Dollars ($1,000,000) per occurrence for bodily injury, personal injury, and property damage. If commercial general liability insurance or another form with a general aggregate limit is used, either the general aggregate limit shall apply separately to this Project or the general aggregate shall be Two Million Dollars ($2,000,000).

22.2 Worker's Compensation Insurance and Employer's Liability.

Consultant shall carry workers’ compensation insurance as required by the State of California under the Labor Code. Consultant shall also carry employer’s liability insurance in the amount of One Million Dollars ($1,000,000) per accident, with a One Million Dollar ($1,000,000) policy limit for bodily injury by disease, and a One Million Dollar ($1,000,000) limit for each employee’s bodily injury by disease.

22.3 Errors and Omissions Liability. Consultant shall carry errors and omissions liability insurance in the amount of no less than Two Million Dollars ($2,000,000) per occurrence or greater if appropriate for the Consultant’s profession.

Architects and engineers’ coverage is to be endorsed to include limited contractual liability. Any deductibles or self-insured retentions greater than Two Hundred Fifty Thousand Dollars ($250,000) must be declared to and approved by City. At the option of City, either the insurer shall reduce or eliminate such deductibles or self-insured retentions with respect to City, elected and appointed councils, commissions, directors, officers, employees, agents, and representatives (“City’s Agents”); or the Consultant shall provide a financial guarantee satisfactory to City guaranteeing payment of losses and related investigations, claims administration and defense expenses. Consultant shall be solely responsible for the payment of such deductibles or self-insured retentions.

Section 23. Additional Insurance Requirements. Within five (5) days of the Effective Date, Consultant shall provide City with certificates of insurance for all of the policies required under this Agreement (“Certificates”), excluding the required worker’s compensation insurance. Such Certificates shall be kept current for the Term of the Agreement, and Consultant shall be responsible for providing updated copies and notifying City if a policy is cancelled, suspended, reduced, or voided. With the exception of the worker’s compensation insurance and, where noted, errors and omissions liability, all of the insurance policies required in this Agreement shall: (a) provide that the policy will not be cancelled without at least thirty (30) days’ prior written notice (except for ten (10) days’ written notice for nonpayment of premium) to City of such cancellation, and each policy shall be endorsed to state such unless the policy already provides for the same; (b) except for errors and omissions liability, name City, and City’s Agents as additional insureds with respect to liability arising out of Services, work or operations performed by or on behalf of the Consultant; products and completed operations of the Consultant; premises owned, occupied, or used by the Consultant, or automobiles owned, 83 {CW053667.2} CONSULTANT SERVICES AGREEMENT

leased, or hired or borrowed by the Consultant. The coverage shall contain no special limitations on the scope of protection afforded to the City; (c) be primary with respect to any insurance or self-insurance programs covering City or City’s Agents and any insurance or self- insurance maintained by City or City’s Agents shall be in excess of Consultant’s insurance and shall not contribute to it; (d) except for errors and omissions liability, contain standard separation of insured provisions; and (e) state that any failure to comply with reporting or other provisions of the policy including breaches of warranties shall not affect the coverage provided to the City.

Section 24. Indemnification by Consultant. To the fullest extent permitted by law (including, without limitation, California Civil Code, sections 2782, 2782.8), Consultant shall defend with legal counsel reasonably acceptable to City, indemnify, and hold harmless the City and City’s Agents from and against any and all claims, loss, cost, damage, injury (including, without limitation, injury to or death of an employee, of Consultant or its subcontractors), expense and liability of every kind, nature and description to the extent such arise out of, pertain to or relate to acts or omissions that constitute negligence, recklessness, or willful misconduct on the part of Consultant, or any direct or indirect subcontractor, employee, contractor, representative or agent of Consultant, or anyone that Consultant controls (collectively “Liabilities”). Such obligations to defend, hold harmless and indemnify City and City’s Agents shall not apply to the extent that such Liabilities are caused in whole by the sole negligence, active negligence, or willful misconduct of City or City’s Agents or any third party for which Consultant is not legally liable, but shall apply to all other Liabilities. With respect to third party claims against the Consultant, the Consultant waives any and all rights of any type of express or implied indemnity against City and City’s Agents. As applied to claims based on Consultant’s liability and notwithstanding the above or anything else in this Agreement, Consultant has no obligation to pay for any defense related costs prior to a final determination of its liability. Following any such determination of its liability, Consultant shall be responsible to pay any amount of such costs equal to the finally determined percentage of liability based upon the comparative fault of Consultant.

Section 25. Limitation of Damages. Notwithstanding any other provision of this Agreement, in no event shall City or Consultant be liable, regardless of whether any claim is based on contract or tort, for any special, consequential, indirect or incidental damages, including, but not limited to, lost profits or revenue, arising out of or in connection with this Agreement or the Services performed in connection with this Agreement.

Section 26. Consultant Not Agent. Except as City may specify in writing, Consultant shall have no authority, express or implied, to act on behalf of City in any capacity 84 {CW053667.2} CONSULTANT SERVICES AGREEMENT

whatsoever as an agent. Consultant shall have no authority, express or implied, pursuant to this Agreement to bind City to any obligation whatsoever.

Section 27. Payment of Taxes and Other Expenses. Payment of any taxes, including California sales and use taxes, levied upon this Agreement, the transaction, or the Services or goods delivered pursuant hereto, shall be the obligation of Consultant.

Section 28. Notices. Any notice or communication required hereunder between City and Consultant must be in writing and may be given either personally, by registered or certified mail (return receipt requested), or by Federal Express, UPS or other similar couriers providing overnight delivery. If personally delivered, a notice or communication shall be deemed to have been given when delivered to the Party to whom it is addressed.

90 DIXON | Parking Consultant Services for City of Oakdale Page 1 of 9 Proposal for Parking Consultant Services
To: City of Oakdale
From: Dixon Resources Unlimited
Date: April 29, 2024
Subject: Proposal for Parking Consultant Services – City of Oakdale Dixon Resources Unlimited (DIXON) is pleased to submit this proposal to provide parking consulting services to the City of Oakdale (City). Our uniquely qualified firm specializes in supporting parking and mobility programs across the country, consistently proving our ability to identify and implement operations, management, and technology recommendations to transition municipal parking operations to longterm, sustainable programs.

Proposed Scope of Services
The following work plan details the technical approach, methodology, specific tasks, and associated deliverables our team may perform. This proposal is formatted into two phases for the City to authorize as required. Each task presented below may also be provided as a stand-alone service, and the budget for each task will include the necessary ongoing project management, including bi-weekly calls, with the project team and coordination with designated City staff. Many of our services described below may build upon or benefit from interconnection with another task, and we will work closely with the City to identify the most cost-effective options to meet the City’s exact needs.

Phase 1
Task 1. Operational Needs Assessment
DIXON has played a key role in evaluating and supporting all aspects of parking programs, including on-street and off-street parking operations, parking enforcement and citation management, wayfinding programs, parking demand and occupancy, parking technology assessment and roadmaps, the solicitation and implementation of new and emerging parking technologies, and the development of comprehensive, long-term parking management plans.

Task 1.1 Project Management. An initial virtual project kick-off meeting will allow our team to prioritize objectives and tasks, finalize the schedule and timeline for milestone deliverables, and introduce key internal stakeholders to our team.

Task 1.2 Review of Existing Materials. Our team will review all relevant documents, maps, previous studies, and Municipal Code sections, and we will also review commercial and residential developments that might have an impact on parking operations.

Task 1.3 On-Site Existing Conditions Review. We will be on-site for up to two days.

During that time, our team will assess current parking areas, including on- and off-street 91 DIXON | Parking Consultant Services for City of Oakdale Page 2 of 9 public parking locations. We will tour facilities, conduct ride-alongs, and meet with key staff in all relevant departments. We will document and review posted regulations and time limits and observe utilization, compliance, enforcement, and congestion in impacted parking areas.

Task 1. Deliverables
• Virtual project kickoff meeting.
• Approximately two months of project management and coordination. • A review of existing materials and background documents. • Includes up to two days on-site, including meetings with City staff.

Task 2. Public Engagement and Stakeholder Input
Public engagement and stakeholder input
are two of DIXON’s specialties. We know
how to communicate a positive parking
message, and we understand how to
navigate parking discussions with the public,
business districts, City Councils, and
Commissions. Our team excels in achieving
open, consistent, and invaluable public
discourse, and we routinely receive
excellent feedback from our clients and City
Councils who are impressed with our
incredibly high level of engagement,
investment, and involvement with the
community.

Task 2.1 Develop a Public Engagement Plan. Our team will collaborate with the City to develop a Public Engagement Plan that provides transparency and inclusion with a broad range of stakeholders. Stakeholder groups may include internal groups, City staff administration, elected officials, external groups, business community members, residents, and others who have a stake in the future of the City’s parking programs.

Task 2.2 Parking Steering Committee. We will work with the City to coordinate the formation of a Parking Steering Committee (PSC). The PSC may include City staff members, Oakdale residents, business community members, elected officials, and other designated community stakeholders. We will assist the City in developing a schedule and facilitate regular PSC meetings for the duration of the project.

Task 2.3 Community Outreach and Stakeholder Input. Stakeholder input will be coordinated for this project, and our team will work with each stakeholder group to identify their unique challenges, needs, and goals. During these community meetings, we will utilize the Parking Magic Wand exercise, which allows members of the public to respond to the prompt, “If you had a magic wand and could change anything about parking, what would it be?” We have used this process successfully in our projects, and it has been incredibly helpful in quickly identifying common parking challenges. The Julie Dixon moderating a discussion with
parking stakeholders.
92 DIXON | Parking Consultant Services for City of Oakdale Page 3 of 9 City’s existing social media accounts, newsletters, and other communication tools may be utilized to advertise public engagement opportunities, which will include one onsite community meeting, two additional virtual community meetings, and one digital public input survey. DIXON will collaborate with City staff to develop presentation materials and graphics for surveys, meetings, and social media posts.

Task 2.4 Parking 101 Workshop. Our team is prepared to present our Parking 101 seminar remotely during a public meeting, town hall, or City Council meeting. These presentations introduce City staff, elected officials, and members of the community to advanced parking and mobility management concepts in an easy-to-understand and interactive format.

Task 2. Deliverables
• Includes approximately two months of project management and coordination. • Prepare a Public Engagement Plan.
• Involves a Virtual Parking 101 presentation.
• Coordinate the creation of a Parking Steering Committee. • Includes one on-site community meeting (during task 1 site visit), two additional virtual community meetings, and one digital public input survey.

Task 3. Parking Utilization Pilot
DIXON understands the importance of collecting reliable, accurate, and consistent data in order to analyze current conditions and measure the effectiveness of a City’s current policies, as well as the impacts as new programs are implemented. The DIXON Data Team collects and analyzes parking utilization and inventory data for a variety of projects. We have found that a reliable and accurate data set is essential for the success of modern parking programs, and our approach to data collection will deliver quality results. Our team has performed many parking studies throughout California, and we have developed a cost-saving approach that leverages mobile License Plate Recognition (LPR) technology to gather ongoing, real-time parking occupancy information.

Task 3.1 Confirm Project Study Area. DIXON will work with the City to confirm a project Study Area for parking utilization data collection. We are proposing a Study Area that includes up to 75 block faces of on-street parking and up to three off-street lots.

Task 3.2 Inventory Collection. Once the project Study Area is confirmed, we will produce a total inventory count per block face and equivalent areas within off-street lots. As necessary, we can count marked spaces and measure unmarked curb space to capture the inventory, including number, location, and space type (e.g., loading zone, ADA, time-limited).

Task 3.3 Parking Utilization Data Collection. Our data collection approach leverages the City’s existing staff and equipment to collect parking utilization data which can be visualized in the DIXON Rapid LPR Tool. This approach has been utilized 93 DIXON | Parking Consultant Services for City of Oakdale Page 4 of 9 in various cities and has provided a cost-effective method to collect parking data quickly and easily, even during routine parking enforcement duties. Our team will assist the City in initiating a pilot1 of a vehicle-mounted mobile LPR system for the City to conduct data collection within the Study Area. Once installed, DIXON can seamlessly integrate directly with the selected LPR provider, in accordance with all the City’s privacy policies. We will also leverage the City’s enforcement staff to perform ongoing LPR data collection within the Study Area during the City’s regular parking enforcement patrol routes and/or targeted data collection routes.

Task 3.4 Parking Data Analysis. The mobile LPR data collected within the defined Study Area will then be uploaded and visualized within our reporting and analytics platform, the DIXON Data Suite®. The City will have access to an interactive web dashboard to view the results and analysis of the data collection, including parking program results for each on-street block face, and it displays trends by location, time, day, and more. This includes parking occupancy, length of stay, repeat parking patterns, and enforcement statistics, depending on the approach selected. The data will be displayed in various tables, charts, and heat maps, and will become the baseline for the final Parking Action Plan. If desired, the City can elect to expand the Study Area for an additional fee.

Task 3. Deliverables
• Develop a Data Collection Plan & confirm the Study Area. • Collect Parking Inventory & configure Rapid LPR Tool. 1 DIXON may solicit industry-leading LPR vendors to arrange a free or low-cost pilot demonstration for the City. The pilot agreement for the LPR hardware/software will be executed directly between the City and the LPR vendor. Typically, vendors will allow the City to purchase the equipment following a successful pilot, if desired.

Example of the DIXON Rapid LPR Tool Dashboard Graphic
94 DIXON | Parking Consultant Services for City of Oakdale Page 5 of 9 • Includes three months of ongoing parking data services, including data collection, vendor integration, and access to a web dashboard for data analysis and visualization, and one meeting at the conclusion of the study to review results and discuss key takeaways, including enforcement coverage.

Phase 2
Task 4. Municipal Code Update
DIXON will work with City staff to identify potential updates to the City’s municipal code based on industry best practices and our expertise. We will prepare draft language to future-proof codes and policies and accommodate the growth and optimization of the City’s parking and enforcement operations.

Task 4.1 Draft Municipal Code Recommendations. DIXON will conduct a review of the City’s parking-related municipal codes and begin to outline initial recommendations for code language updates related to parking and enforcement operations, including but not limited to the use of technology and modern curb management practices. We will prepare a draft ordinance with recommended policy and code updates, and virtually present those recommendations to City staff for review and comments. We will incorporate that feedback into a final set of municipal code language updates and submit them to the City for review and consideration.

Task 4. Deliverables
• Includes approximately one month of project management and coordination. • Conduct a review of the City’s parking-related codes and policies. • Develop a draft ordinance and present the recommended code updates to City staff during a virtual meeting.
• Incorporate staff feedback into a final set of recommended code updates and submit them to the City.

Task 5. Financial Modeling
DIXON includes financial modeling in almost all our projects, and we can leverage our Financial Modeling Tool to forecast potential parking revenues and expenditures.

Modeling is necessary when considering any changes to parking policies and provides a means to make data-driven decisions when considering new technologies or updates to current or future parking rates or parking rules. We evaluate current conditions, create future projections, and provide customized recommendations based on a costneutral, low-tech, or budget-conscious approach, and consider including costrecovery provisions where appropriate. 95 DIXON | Parking Consultant Services for City of Oakdale Page 6 of 9 Task 5.1 Revenue Modeling and Projections. The DIXON Financial Modeling Tool allows for the adjustment of many variables, including equipment costs, operating days/hours, permit types, occupancy rates, and compliance rates as applicable.

Equipment costs can be forecast based on the types of technologies considered, as well as estimated installation costs, meter warranties, software fees, and credit card processing fees as applicable.

Task 5. Deliverables
• Includes approximately one month of project management and coordination. • Involves revenue projections and financial modeling.

Task 6. Parking Action Plan
Our team will develop a Parking Action Plan (Plan) that will identify and evaluate parking recommendations for the City’s parking program. Wherever possible, these strategic recommendations will be flexible and account for both near-term and longterm priorities based on current and projected parking demand, parking and transportation trends, and community willingness. Each recommendation will include a narrative description of benefits and justifications for proposed policy adoption or adjustment.

Task 6.1 Draft Plan. Our team will incorporate results from other tasks to develop our Plan. The Plan will touch on the following:
• Evaluation of estimated timeframes, management structures, potential funding mechanisms, congestion management, paid parking opportunities, and alternative parking management strategies.
• Assessment of parking regulations, hours of operation, and any related fees, and preparation of recommendations for technology and wayfinding improvements, including the extension of parking time limits in certain parking areas to better manage parking demand.
96 DIXON | Parking Consultant Services for City of Oakdale Page 7 of 9 • Assessment (where appropriate) of turn‐key solutions to improve overall parking program performance, including low-tech solutions and potential integrations to maximize efficiency with minimal upfront costs.
• Recommendations for ongoing data collection that will allow the City to make datadriven decisions in the future, providing a mechanism for evaluating enforcement coverage and shaping the implementation of program improvements over time.

CITY COUNCIL STAFF REPORT
Meeting Date: Monday, May 6, 2024
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consideration of a Resolution Authorizing Staff to Purchase a 2023 Ford Mach-E from Haidlen Ford for $51,833.34 and Outfit the Vehicle with Emergency Vehicle Equipment Installed by Jay’s Tires for $25,579.17 for a Total of $77,412.51 Using Funds from the Vehicle Replacement Fund 530 to Replace Vehicle 32, and Surplus Vehicle 32.

I. BACKGROUND
A systematic and rational fleet replacement plan is integral to effective fleet management. It is simply impossible to have an effective fleet program where replacement funding and timing for replacement have yet to be identified. An old fleet of unreliable vehicles puts significant pressure on a fleet management program by raising demands on staff, shop space at Public Works, repair parts, and maintenance funding. A poorly managed fleet also leads to unhappy employees when the personnel cannot have a fleet they can rely on daily.

A good fleet replacement program has two components: a methodology for identifying vehicles that should be replaced, which generally occurs based on age and usagebased criteria, and a funding methodology that ensures an appropriate level of funding is available to replace vehicles when they have reached the end of their useful lives.

The industry standard is that vehicles be replaced between 100,000 and 125,000 miles. This standard is based on the wear-and-tear of the vehicle, vehicle running hours, and the harsh and abusive use of police vehicles; police vehicles are driven harder and commonly pushed to their limits, reducing their life span. Using police vehicles over 125,000 miles exposes personnel to potential catastrophic vehicle failure, leaving us without enough vehicles in the fleet to operate patrol functions properly. Additionally, Oakdale Police purchased an extended warranty for each vehicle, extending the warranty to 125,000 miles.

II. DISCUSSION
Vehicle 32 is part of the fleet and has been identified as a vehicle that should have been replaced in fiscal year 22/23. Based on the industry standard criteria: the vehicle's age, mileage, vehicle run-time, and the extended warranty expiring, it has been used past its useful life. Vehicle 32 was serving as one of the fleet’s patrol vehicles. It has approximately 141,000 miles.

CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Request for Authorization to Purchase and Outfit a Replacement Patrol Vehicle MEETING DATE: May 6, 2024
Haidlen Ford, a local Ford dealer, provided a price quote of $51,833.34, which includes the customary 125,000-mile warranty. Jay’s Tire, a vehicle outfitter located in Ceres, provided a quote to outfit the vehicle for patrol use for $25,579.17 The Ford Mustang Mach-E is an electric vehicle. Electric vehicles have improved and proven reliable over the years. The Mach-E is a rear-wheel drive vehicle with a 70- kWh battery that Ford estimates has a range of 247 miles. Officers commonly drive less than 100 miles per shift.

Electric vehicles (EVs) require very little maintenance. Typically, EVs require brakes and tires to be replaced, but most other components do not require routine maintenance. Internal combustion engines (ICE) require routine maintenance, such as oil and transmission fluid changes. ICE vehicles have more components in the engine that can fail, such as water pumps, oil pumps, gas pumps, alternators, transmissions, torque converters, and other components. When these components fail, it takes the ICE vehicle out of commission until it can be repaired, sometimes for months. Currently, our ICE patrol vehicles receive maintenance every 3000 miles.

Based on the proven reliability and fewer EV components, we believe the vehicle will not be removed from the patrol fleet for repairs, allowing officers to be in service longer. This will also result in fewer hours of maintenance from fleet maintenance and reduced operation costs. According to Government Fleet Magazine, the first service on EVs is usually done when the vehicle reaches 100,000 miles, and EVs cost per mile is lower than ICE vehicles.

Currently, patrol has three Mach-E patrol vehicles. We installed a ChargePoint electric vehicle charge to prepare for electric patrol vehicles. The ChargePoint has a gateway that communicates with the internet, allowing us to view all charging sessions and activity. When checked on April 23, 2024, for the previous thirty days, the electricity used to charge the three vehicles for thirty days was $483.00, or $161.00 per vehicle and 1.86 megawatt-hours (MWh), based on ChargePoint’s estimations. This amount does not consider the recently installed solar, which significantly reduces our electrical charging costs.

Update: Vehicle 32 was taken to the fleet manager because it was having significant issues. The fleet manager determined that the vehicle’s transmission was malfunctioning and beyond repair. Vehicle 32 has been removed from service due to the failed transmission. According to the fleet manager, the cost to repair the vehicle is not worth the expense.

Staff also request that the vehicles be outfitted with emergency equipment and installed by Jays Tires for $25,579.17.

III. FISCAL IMPACTS
The cost of replacing vehicle 32 is $51,833.34, and the purchase and installation of the emergency equipment will cost a maximum of $25,579.17, for a total of $77,412.51. The purchase will be made with existing funds in the Vehicle Replacement Fund 530.
