CITY COUNCIL STAFF REPORT
Date: June 3, 2024
To: Mayor and City Council
From: Jane Finkenbine, Recreation Services Supervisor
Subject: Consideration of a Resolution Accepting the Bid from Dean’s Seamless Gutters, in the amount of $18, 172.00, to replace the gutters, gutter screens and downspouts at the Gladys
Lemmons Senior Center, from American Rescue Plan Act
(ARPA) Fund – Senior Center Improvements
I. Background:

The Gladys Lemmons Senior Center, located at 450 E A Street, opened in 1998.

The gutters and downspouts are original to the building and most of the current gutter screens are cracked a or missing.

II. Fiscal Impacts:

This is budgeted in the American Rescue Plan Act (ARPA) Fund – Senior Center Improvements. There is no impact to the General Fund.

III. Discussion
The Gladys Lemmons Senior Center, located at 450 E A Street, is open weekdays from 8:00 am until 4:00 pm. The Center serves an average of 75 seniors, per day, through 40 different free or low-cost activities. The Center also provides hot lunch daily to an average of 20 seniors per day.

Additionally, the Senior Center is open during the evening for the Oakdale Community Band practice and for classes from the Oakdale Quilters group.

Holes in the current gutters lead to water draining directly down the side of the building and pooling in many places. For most of the current gutters, the gutter screens are cracked or missing entirely. This leads to clogged gutters from the trees that line the Senior Center property.

Staff solicited bids from local contractors to replace the gutters, gutter screens and downspouts. We received four bids:

Dean’s Seamless Gutters $18,172.00
Martin Roofing Company $25,242.00
Advanced Roofing $31,722.00
LeafFilter Gutter Protection $71,156.62

CITY COUNCIL STAFF REPORT
Date: June 3, 2024
To: Mayor and City Council
From: Albert Avila, Finance Director
Subject: Approve Contract for Audit Services and Authorize City Manager to Execute Contract with CliftonLarsonAllen LLP
I. BACKGROUND
Badawi & Associates, our current auditors, have been performing work for the City of Oakdale via one-year extensions of their original contract for the past three years. On May 1, we were informed that they did not have the staffing to perform the audit for the 2023/2024 fiscal year. Therefore, a contract with new auditors is required.

II. DISCUSSION
With such a short time available, we expedited a Request for Proposals (RFP) for new auditors. On May 6, City staff mailed an RFP for audit services to accounting firms throughout the State. Many firms declined the opportunity as they had already allocated their staff to other audits. We received a proposal from only one firm that met the RFP requirements.

The proposal received was from CliftonLarsonAllen LLP (CLA) in Irvine, CA with a maximum price of $78,812 for the fiscal year ending June 2024.

III. RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving the contract with CliftonLarsonAllen LLP and authorizing the City Manager to execute the agreement.

CITY COUNCIL STAFF REPORT

From: Albert Avila, Finance Director
Subject: Awarding contract to Professional Video and Sound in the amount of $32,559.03 for the replacement of the
Broadcast Video Server and Screen in the Council
Chambers.

I. BACKGROUND
The current Council Chamber broadcast video server and screen were installed in 2007 to facilitate the broadcast of governmental meetings.

Although the cameras and sound system have been replaced, the broadcast server and screen are as originally installed. These are obsolete and need to be replaced.

II. DISCUSSION
Council Meetings are currently broadcast on Comcast and via Livestream. In upgrading the Council Chamber sound system from analog to digital systems, we discovered that the aging broadcast video server could no longer record sound for rebroadcast on Comcast. Meeting recordings have continued to be available via Livestream.

Earlier this year we were informed that the Livestream platform is being terminated at the end of this calendar year (2024). We must proactively move forward to facilitate the continued availability of recorded meetings.

We reached out to Professional Video and Sound for assistance in the broadcast/recording requirements in the Council Chamber, as they original installed the video system in the Council Chambers and recently performed the installation of the video system and upgrade of the sound system of the Community Center.

They recommend the purchase of TelVue – an all-in-one digital broadcast server - that will enable the local recording of meetings as well as the ability to broadcast and rebroadcast on Comcast. This server will also facilitate broadcasting via a YouTube channel for online broadcasting and recording capabilities. (The YouTube channel will replace the Livestream platform.) AGENDA ITEM 11.2
83 CITY OF OAKDALE
City Council Staff Report (Continued)
III. FISCAL IMPACT
The cost for the necessary components and installation of the local recording, broadcasting server and screen is $32,559.03 and is funded by the Education/Government CTV Fund 270. There is no impact on General Fund.

The Education/Government CTV Fund is a 1% PEG (Public, Educational and Government) fee that is assessed on all cable subscribers to allow for the broadcasting of governmental meetings.

IV. RECOMMENDATION
Staff recommends that the City Council adopt a resolution awarding the contract to Professional Video and Sound in the amount of $32,559.03 and authorizing the City Manager to execute the contract.
