CALL TO ORDER:
Mayor Pro Tem Smith called the meeting to order at 7:00 p.m.

To approve the appointment of Mark Silfer as Commissioner to the Planning Commission to serve an unexpired term to expire: 4/2025.
Moved by Council Member Gilbert, and seconded by Council Member Smith and PASSED this 3rd day of June 2024, by the following vote:
AYES: COUNCIL MEMBERS: Gilbert, F. Smith, C. Smith (3)
NOES: COUNCIL MEMBERS: Amaral (1)

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.9. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of May 20, 2024.
Receive and file the Warrant List for the period May 15, 2024 - May 28, 2024.
9.3 Waive all Readings of Ordinances and Resolutions, Except by Title..
9.4 Adopt a Resolution Accepting a Bid from Dean's Seamless Gutters for $18,172.00 to Replace Gutters, Downspouts, Gutter Screens at the Gladys Lemmons Senior Center.
9.5 Adopt a Resolution Approving the Purchase and Installation of a TUFF SHED in the Amount of $8,119.56 to be Installed at the Gladys Lemmons Senior Center.
9.6 Adopt a Resolution Accepting Improvements for the Cloverland Way Project in the Amount of $1,133,192.49 and Authorizing the Filing of a Notice of Completion.
9.7 Adopt a Resolution Accepting Improvements for J Street (Yosemite to 1st Ave) Project in the Amount of $797,394.00 and Authorizing the Filing of a Notice of Completion.
9.8 Adopt a Resolution Accepting Public Utilities for Phase 1 of Tesoro II Subdivision and Authorizing the Filing of a Notice of Completion.
Adopt a Resolution Approving a Contract for Audit Services and Authorize City Manager to Execute Contract with CliftonLarsonAllen LLP. •

11.1 Consider a Resolution Approving a Loan Agreement Between the Oakdale Senior Housing Limited Partnership and the City of Oakdale in the Amount of $377,000.00 with Loan Proceeds Originating from Fund 241 - Housing Fund $135,000, Fund 243 - HOME Loan Fund $62,000, and Fund 248 - Cal Home Fund $180,000.
City Manager Whitemyer provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Pro Tem Smith opened the item for public comment. With no public comment, Mayor Pro Tem Smith brought the item back to the City Council and asked for a motion to be made on this item.

Adopt City Council Resolution 2024-047, approving a Loan Agreement between the Oakdale Senior Housing Limited Partnership and the City of Oakdale in the amount of $377,000.00 with loan proceeds originating from Fund 241 - Housing Fund $135,000, Fund 243 - HOME Loan Fund $62,000, and Fund 248 - Cal Home Fund $180,000.

12. City Manager's Report
City Manager Whitemyer stated tomorrow is the Downtown Community Parking meeting at the Gene Bianchi Community Center at 5:30 p.m.
13. City Council Items
Mayor Pro Tem Smith stated check in on your friends and neighbors as we have a heat warring starting this week.
Council Member Smith stated he received an email if anyone is looking for any public information then can submit a public information request through City Staff.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held June 17, 2024 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Pro Tem Smith adjourned the meeting at 7:39 p.m.
