To obtain a copy of our current disclosures, you may contact your client service representative by calling the number on the front of this statement or you may visit our website at www.chandlerasset.com.
Information contained in this monthly statement is confidential and is provided for informational purposes only and should not be construed as specific investment or legal advice. The information contained herein was obtained from sources believed to be reliable as of the date of this statement, but may become outdated or superseded at any time without notice.
Custody: Your qualified custodian bank maintains control of all assets reflected in this statement and we urge you to compare this statement to the one you receive from your qualified custodian. Chandler does not have any authority to withdraw or deposit funds from/to the custodian account.
Valuation: Prices are provided by IDC, an independent pricing source. In the event IDC does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.
Performance: Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.

Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.
Ratings: Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.
Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest and carries a AA+/Aaa/AAA by S&P, Moody’s and Fitch respectively. 46 CONFIDENTIAL | 7

Subject: Consider A Resolution Adopting a Revised Groundwater Sustainability Plan and Documenting a Commitment by the STRGBA Agencies to Develop and Implement a Well
Mitigation Program and Management Actions in the Modesto Groundwater Subbasin
I. BACKGROUND
As required by the State of California Water Boards, the Stanislaus and Tuolumne Rivers Groundwater Basin Association Groundwater Sustainability Agency (STRGBA GSA) was formed and is comprised of seven member agencies, including the City of Oakdale, within the Modesto Groundwater Subbasin. As required under the Sustainable Groundwater Management Act (SGMA), in January 2022 a groundwater sustainability plan (GSP or Plan) for the Modesto Subbasin was submitted to Department of Water Resources (DWR) for review.
On January 18, 2024, the GSA’s received formal notification from DWR that the Modesto Subbasin Plan was deemed incomplete. Two deficiencies were identified and several corrective actions were recommended by DWR. The GSA’s have been given 180 days to address the deficiencies which will require that a revised Plan is resubmitted no later than July 16, 2024. The deficiencies are as follows:
Deficiency 1: The GSP does not provide sufficient information to support the selection of criteria regarding measuring impacts of chronic lowering of groundwater levels, and the course of action required to mitigate those impacts.
Deficiency 2: The GSP does not include sufficient details of projects and management actions to mitigate overdraft in the subbasin or provide a feasible path to achieve sustainability.
II. DISCUSSION
All of the revised sections of the Plan can be found on the front page of https://strgba.org/. The deficiencies found in the plan have no direct impacts to the City of Oakdale. However, as one of the seven agencies in the STRGBA, The City is required to participate in the response and revisal of the Plan. The City Council’s Resolution, if approved, will be incorporated in the GSA’s response as required by the DWR.
AGENDA ITEM 10.1
51 CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: STRGBA GSP Revision
MEETING DATE: July 1, 2024
The following corrective actions have been incorporated into the revised Plan based on DWR’s recommendations from their January 18, 2024 letter and subsequent guidance received during direct consultation meetings with DWR staff:
Deficiency 1: An additional assessment of land subsidence, water quality and interconnected surface water was conducted to assess the impacts to beneficial uses and users from groundwater levels dropping below the minimum thresholds (MT’s) to the interim milestones (IM’s) as anticipated in the GSP. This also included a well impact analysis to estimate the number of wells in the subbasin which may go dry as that occurs. As per DWR, the GSA’s must describe how impacts, including to those wells, will be managed or mitigated. If a well mitigation plan is proposed, details such as the estimated costs, funding and implementation schedule should be provided. While the analysis indicated that no land subsidence, water quality or interconnected surface water impacts should be anticipated, a total of 29 wells (2 agricultural, 27 domestic) were found to have the potential to go dry. All of the wells were found to be in the eastern portion of the subbasin, with no municipal or industrial wells being affected by the declines in water level.
Given the results of the well impacts analysis while also understanding that development of a program will take time and input from all member agencies as well as the public; the GSA’s proposal, by resolution, is to commit to a timeline of January 31, 2026 for development and implementation of a well mitigation plan for wells within the Modesto Subbasin that have been determined to be at risk of going dry if aquifer levels drop below 2027 IM levels.
Deficiency 2: The GSP was revised to include more specific details of projects that are planned to be implemented to mitigate overdraft and raise groundwater to sustainable levels. While enough water from potential projects to meet 52 CITY OF OAKDALE

sustainable groundwater conditions appears to have been identified according to the groundwater model, the success of these projects is dependent on timeline of implementation, varying levels of participation, rainfall and snowpack conditions, and available water supply. DWR has made it clear that development and implementation of management actions is necessary to offset these uncertainties to ensure the reversal of groundwater decline and to achieve sustainable groundwater conditions by or before 2042. Therefore, the GSP was revised to place more emphasis on management actions. Management actions to be considered could include:
• A groundwater allocation and pumping management program • A groundwater extraction and surface water reporting program • Groundwater extraction fees
• A groundwater pumping credit market and trading program • Voluntary conservation/land fallowing
• Conservation practices
No management actions are currently in place, and as such these actions will require careful consideration and public input. Recognizing these management actions will take time and input to formally develop; the GSA’s proposal, by resolution, is to commit to the development of management actions by January 31, 2026 with implementation occurring no later than January 31, 2027.
III. FISCAL IMPACT
There is no fiscal impact to the General Fund.
IV. NOTIFICATION
The draft of the revised GSP has been made available to the public and is now proposed to be accepted by the GSA’s on July 10, 2024, with submittal to DWR no later than the July 16, 2024 deadline. The revised GSP and a commitment to develop a well mitigation plan and management actions needs to first be adopted by each member agency in the subbasin prior to adoption by the STRGBA GSA.
Notice of City of Oakdale’s July 1 public hearing was published in the Oakdale Leader on June 12 and June 19 pursuant to Section 6066 of the Government Code. Pending any unforeseen comments at or before this July 1 public hearing.
V. RECOMMENDATION
Staff recommends that the City of Oakdale City Council approve the attached Resolution Adopting the Revised GSP and Documenting a Commitment by the STRGBA to Develop and Implement a Well Mitigation Program and Management Actions in the Modesto Subbasin.

Subject: Consider Adopting a Resolution to accept construction and improvements by T&S Construction Co., Inc. for the
Sewer River Crossing Project funded from Sewer Capital
Replacement Fund 621, CP 1516
I. BACKGROUND
On April 18, 2022, the City Council awarded a contract to T&S Construction to replace the existing 18-inch sewer crossing facility suspended over the Stanislaus River from the intersection of Oak Avenue and Kimball Street to the City Wastewater Treatment Plant. The existing sewer crossing was constructed in 1977. The 18-inch sewer line conveyed all wastewater from the City and was an essential asset to the City. To improve safety, redundancy and have capacity for the future, ten years ago, a project was created to replace the 18- inch transmission sewer line indicated above. A 60 inch bore, 2,200 feet long, directionally drilled under the Stanislaus River, between the City of Oakdale and the City’s Waste Water Treatment Plant which houses 3 sewer transmission pipes, replaced the 18 inch main line mentioned above and was installed as part of this project.

Subject: Consider a Resolution Authorizing The Purchase of a Portable Generator for Critical Facilities During Emergency Power Outages and Black Outs, In The Amount Of $179,796.87 From Sewer Capitol Replacement Fund 621 and Water Capital Replacement Fund 644 I. BACKGROUND
The City of Oakdale has 12 Sanitary Sewer lift Stations, 11 storm lift stations, and eight water well sites that are critical to the operation and function of our sewer, storm drain and water systems. Due to storm conditions, or rolling black outs, a power outage can be challenging for City Staff. To assist in maintaining our facilities during planned or unplanned power outages, the city is in need of a portable generator.
Two of the eight wells have no generator. Eight of the 12 sewer lift stations have no generator and 11 storm pump sites have no generator. This is mostly due to the lack of available room at the pump site locations.
In November 2023, City staff rented a generator in preparation of the 2023/24 winter storm season which may have included planned rolling blackouts. The City had an old generator which performed this task but is no longer permissible by the San Jaquin Valley Air District and is no longer allowed as a portable generator for municipal use.
II. DISCUSSION
Staff is working on a plan to locate generators at pump locations where there is a potential critical need and it can be accommodated. Following an assessment considering type, size and generator need, staff will return to the City Council at a later time for consideration of those future locations
In the meantime, the purpose of having a backup generator is to power up pump sites including the Public Works office for SCADA, during power outages.
Operationally, during a storm or outage, Staff would prioritize each site in need and most critical to provide power then move the generator to the next location, rotating to different sites based on need during an event. This is staff’s current practice which is performed throughout the year as part of our operations.
AGENDA ITEM 11.3
82 The Caterpillar Model XQ230T4F 182 kW, Multi Voltage, Three Phase unit was rented in November 2023 and was new with no run time. This proposal is to purchase the generator, taking advantage of a Rent to Own program offered by Holt of California, In November, City Staff contacted Holt of California to rent a generator in preparation of emergency use. They set up the rental contract as rent-to-own to applying (80%) of the rent cost towards the purchase price of the generator if we chose to do so. Rent was $4,400.00 per month for four months. After the February rental, staff worked with Holt to change from a rental agreement to a purchase agreement.
At this time, staff would like to move forward with purchase of the past rented generator. The generator is a brand-new unit with warranty and is offered at Source Well Pricing. It is also TIER 4 emissions compliant.
The Original purchase price is $179,868.00 The price less the 80% ($14,080) off four months rental brings the cost to $165,788.00. The final cost with tax is $179,796.87.
III. FISCAL IMPACT
Funds are budgeted $89,898.44 from Sewer Capitol Replacement Fund 621 and $89,898.43 from Water Capitol Replacement fund 644. There will be no impact to the General Fund.
IV. RECOMMENDATION
Staff recommends that the City Council adopt the Resolution for Purchase of a Portable Generator for critical facilities during emergency power outages and black Description Amount
Original Purchase Price $179,868.00
80% of the four months rental $14,080.00
Price after rental credit $165,788.00
Total with Tax (Includes Oakdale Tax) $179,796.87
