CITY COUNCIL STAFF REPORT
Date: July 30, 2024
To: Mayor Bairos and Members of the City Council
From: Bryan Whitemyer, City Manager
Subject: Consider A Resolution Authorizing the City Manager to Execute an Agreement for Purchase and Sale of Real Estate, Escrow
Instructions and Grant Deed Acceptance for the City of Oakdale to Purchase Property Located at 285 North Third Avenue, APN 130- 003-047 to be funded by General Government Capital Facility Fund 357 in the amount of $262,500, Sewer Capital Replacement Fund 621 in the amount of $131,250 and Water Capital Replacement Fund 644 in the amount of $131,250 for a total cost of $525,000
I. BACKGROUND
For a number of years Pacific Gas and Electric (PG&E) operated a customer service center out of the building located at 285 North Third Avenue. In 2020 PG&E closed the customer service center and listed the property for sale.
II. DISCUSSION
The population of Oakdale in 2000 was 15,503 people and has grown by just over 49% and now has a population of 23,120. The City Hall building has adequate space for the current staff but there is essentially no room to grow. The City of Oakdale needs to prepare for the inevitable growth and need for additional office space. The PG&E building located at 285 North Third Avenue is a 3,000 square foot building that is excellent shaper. Additionally, the proximity of the building to City Hall and the reasonable purchase price makes this building a desirable asset for the City of Oakdale to acquire.
III. FISCAL IMPACT
PG&E has accepted the City’s offer to purchase the building for $500,000. The building requires some minor repairs to the rear exterior of the building so staff is requesting an additional $25,000 to cover that repair work and other minor closing costs. To purchase the building City staff recommends that the City Council approve using the General Government Capital Facility Fund 357 in the amount of $262,500, Sewer Capital Replacement Fund 621 in the amount of $131,250 and Water Capital Replacement Fund 644 in the amount of $131,250 for a total of $525,000.

Building Assessment
June 10, 2024 Page 1 of 4
Preliminary Building Assessment – 285 N. 3rd Ave – Oakdale The City of Oakdale is looking to purchase the building at 285 N. 3rd Ave in Oakdale. This assessment is intended to recap the current building condition and provide initial suggestions for any deficiencies in need of improvements.
The Building
In brief, the building is a single-story brick and wood framed walls with a wood framed flat roof initially built approximately in 1968. The previous and current owner is PG&E, and the building was used as a service center. The interior walls are generally covered throughout. The ceiling is a suspended (T-Bar) ceiling.
Structural observation
The building is on a slab foundation with no crawl space or basement. No deficiencies were observed with the foundation.

Building Assessment
June 10, 2024 Page 2 of 4
The exterior walls are brick and wood framed with wood siding at the rear. The brick walls showed no signs of cracking or settling. The rear wood framed walls had several areas of dry rot on the T-1-11 wood siding. These areas should be opened to verify if the dry rot continued to the load bearing wood framed walls.
The front trellis that wraps around on the side of the building on E. D St. has a beam that is over-span. It appears to be sagging and should have support posts installed at a minimum of two locations.
Posts should be added under
each of the roof trellis truss
that bear on the over-span
beam.

Roof
A re-roof permit was issued in 2002 as a complete tear-off with the new B.U.R roof system. The roof system is in good condition with no signs of issues.

Electrical
No issues observed with the electrical system.
Plumbing
No issues observed with the plumbing system.
Mechanical
A new HVAC permit was issued in 2014, no issues observed with the mechanical systems.
Accessibility
The building is fully accessible with all the elements to comply. However, the front main entrance has a sloped landing at the main door. There is a push button opener present but was not observed to be in working condition. The push button automatic door opener must be working to make the front door compliant.
Conclusion
In my opinion, the building is in great condition and any work needed to repair the deficiencies is relatively minor in nature.
Respectively submitted,
