1. CALL TO ORDER:
Mayor Barios called the meeting to order at 7:00 p.m.

Next City Council Resolution: 2024-083 Next Ordinance: 1287 The consent agenda is comprised of Items 9.1 through 9.10. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of August 5, 2024.
9.2 Receive and file the Warrant List for the period July 30, 2024 - August 26, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept by Minute Order, July Treasurer's Report.
9.5 Approve Co-Sponsored Special Event Application submitted by Infinite Athletics, Inc. for the Veteran's Day Parade and Ceremony on Monday, November 11. 2024.
9.6 By Minute Order Reject Claim for Damages from Jose Angel Espinoza Jr.
9.7 By Minute Order Reject Claim for Damages from Dixie Zuniga.
9.8 Consider a Resolution Authorizing the City Manager to Enter into Agreement with Burnham Gibson Wealth Advisors, LLC to Provide Fiduciary Services for the City of Oakdale 457 Plan.
9.9 By Minute Order Consideration of Tree Removal Request for One (1) Oak Tree located at 628 North First Avenue.
9.10 Consider a Resolution Authorizing to Purchase Tables and Chairs for the Gladys Lemmons Senior Center in the Amount of $47,448.48 from School Outfitters Using Funds from the Senior Nutrition Infrastructure - Area Agency on Aging Grant.

10.1 Introduction and Waive the First Reading of an Ordinance Amending Chapter 18A Oakdale Tourism Business Improvement District, Section 4 Assessments Imposed of the Oakdale Municipal Code Related to Raising the Assessment Imposed on the Rent of Lodging Businesses within the District from Two (2) Percent to Three (3) Percent. (Published in the Oakdale Leader on August 21, 2024.)

Next City Council Resolution: 2024-083 Next Ordinance: 1287 City Manager Whitemyer provided a summary of the draft Ordinance.
Mayor Bairos opened the public hearing item for public comment. There being no public comment, Mayor Bairos closed the public hearing and asked for Council discussion.
Staff responded to questions asked by the City Council.
Mayor Bairos asked for a motion on this item.

11. Staff Reports
11.1 Consider a Resolution to Approve a Deferred Improvement Agreement for Required Street Frontage Improvements and Reimbursement for Certain Off Site Public Improvements at the Starbucks Coffee Shop Located at 1439 West F Street.
At the request of the applicant this item will be continued to a later date.
11.2 Consider a Resolution Authorizing the City Manager to Enter into an Agreement with United Pavement Maintenance for an Urgent Repair of a Road Section Failure Across from 1040 Wakefield Drive Approximately 500 Feet East of South Yosemite Avenue in the Amount of $32,395.00 and a 10% Contingency of $3,239.50 Funded by Gas Tax Fund 215 344 for a Project Total of $35,634.50.
Public Works Superintendent Roberts provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.

Next City Council Resolution: 2024-083 Next Ordinance: 1287 Adopt City Council Resolution 2024-085, adopting a resolution authorizing the City Manager to enter into an Agreement with United Pavement Maintenance for an urgent repair of a road section failure across from 1040 Wakefield Drive in the amount of $32,395.00 and a 10% Contingency of $3,239.50 funded by Gas Tax Fund 215 for a project total of $35,634.50.

12. City Manager's Report
City Manager Whitemyer provided an update on the parking study efforts. A virtual meeting will be held on September 11th at 5:30 p.m. At the October 7" the Consultant will bring a presentation to the City Council.
13. City Council Items
Council Member Amaral questioned if there were going to be any low cost spay and neuter in the City for the near future. City Manager Whitemyer checked with Chief Ramar and at this time there are none but they will keep everyone updated if anything changes.
Mayor Pro Tem Smith announced the September Senior Breakfast has been cancelled for in lieu of a Bingo night on October 9th.
Mayor Bairos announced the following:
Veterans Day Parade & Ceremony on November 11th at 10:00 am at the FES Hall to Fish Park.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held September 16, 2024 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:32 p.m.
