Mayor Barios called the meeting to order at 7:00 p.m.

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.6. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of September 3, 2024.
9.2 Receive and file the Warrant List for the period August 27, 2024 - September 10, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Consider a Resolution of Concurrence and Support of the Community Development Block Grant Consolidated Annual Performance and Evaluation Report (CAPER) Fiscal Year 2023-2024.
9.5 Second Reading and Adoption of Ordinance 1287, Amending the Oakdale Municipal Code, Chapter 18A Oakdale Tourism Business Improvement District, Section 4 Assessments Imposed Related to Raising the Assessment Imposed on the Rent of Lodging Businesses within the District from Two (2) Percent to Three (3) Percent.
9.6 Adopt a Resolution Accepting a Grant Deed in the Meadowlands Subdivision at 851 Meadowlands Drive APN 063-085-030 (Lot 19) and Authorizing Filing with the Stanislaus County Recorder's Office.

Next City Council Resolution: 2024-086 Next Ordinance: 1287 Public Services Director Gravel provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City Council Resolution 2024-088, approving a Deferred Improvement Agreement for project required street frontage improvements and reimbursement for certain off site public improvements, requested by the City on Ash Avenue at the Starbucks Coffee Shop located at 1439 West F Street.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Smith and PASSED AND ADOPTED this 16th day of September 2024, by the following vote:

12. City Manager's Report
12.1 September Department Reports.
City Manager Whitemyer introduced the new Executive Secretary to the City Manager Kristan Gochenauer. City Manager Whitemyer also stated Department Reports are in the Agenda Packet
13. City Council Items
*City Council Member Amaral stated his concerns with the upcoming City Council Candidate Forum and the Oakdale Chamber of Commerce hosting the Forum. Mayor Bairos responded to the concerns of Council Member Amaral.
Council Member Smith questioned if there was subsidy of any kind for the apartments that are proposed near Round Table Pizza. Staff responded the project was presented as apartments that will be market rate.
Mayor Pro Tem Smith announced the Garden Club meets at 10am tomorrow, September 17th Kayleigh Gilbert announced Oakdale Soroptimist Designer Bag Bingo, October 6*h at 2pm.
Mayor Bairos announced the following:
• Veterans Day Parade & Ceremony on November 11th at 10:00 am at the FES Hall to Fish Park.
• City Council Candidate Forum, Tuesday, October 8'h from 6-8pm.
