1. CALL TO ORDER:
Mayor Barios called the meeting to order at 7:00 p.m.

9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accepting the 2023 Annual Fire Inspection Report.
9.5 Approve a Special Event and Sound Amplification Application submitted by Valley Oak School of Dance to hold their Saturday Night at the Movies Dance Recital at the Oakdale Community Park Amphitheater on Saturday, June 7, 2025.
9.6 Approve Co-Sponsored Special Event Application submitted by Oakdale Enrichment Society for a Small Town Christmas to include Oakdale Christmas Parade an Hospice Christmas Tree Lighting on December 7, 2024 and Downtown Christmas Decorations.
9.7 Approve a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2007-1 Public Safety Services for the Saddlewood Subdivision, Annexation No.21.
9.8 Approve a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2015-1 Maintenance Services for the Saddlewood Subdivision, Annexation No.9.
9.9 Approve a Resolution Authorizing the Retirement of Two Police Canines and the Sale to their Handlers.

Consider a Resolution Authorizing Staff to Purchase and Install License Plate Reader Technology from Vigilant Solutions for an Amount of $6,000 and to Purchase a Server for $19,491.41, using ARPA Funds 239 for a Total Cost of $25,491.41.

Adopt City Council Resolution 2024-102, expressing formal support for Proposition 36, recognizing its role in enhancing community satety and providing necessary resources for those affected by drug addiction and homelessness.

12.1 October Department Reports
City Manager Whitemyer stated Department Reports are in the Council Packet.
13. City Council Items
Mayor Pro Tem Smith announced the Oakdale Annual Halloween Parade & Festival will be on Thursday, October 31th at the Gene Bianchi Community Center.
Council Member Gilbert announced Saturday, October 26'h Soroptimist Internation of Oakdale presents Dream it Be a career workshop for high school aged girls.
Mayor Bairos announced the following:
• Veterans Day Parade & Ceremony on November 11th at 10:00 am at the FES Hall to Fish Park.
: OES Chrismas Concert at Reata on Third on Saturday, December 7'.
Remember to Vote, Election Day is November 5, 2024.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held November 4, 2024 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 8:31 p.m.
