CITY COUNCIL STAFF REPORT
Meeting Date: Monday, November 4th, 2024
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consideration of a Resolution Authorizing Staff to Outfit the Purchased 2024 Chevrolet Blazer EV for Patrol Use with
Emergency Vehicle Equipment Installed by Jay’s Tires for $27,633.29 Using Funds from the Supplemental Law
Enforcement Fund 203.
I. BACKGROUND
During the City Council meeting on October 21st, 2024, the council approved the purchase of a 2024 Chevrolet Blazer EV from Steves Chevrolet. I informed the council that an additional report outlining the costs associated with outfitting the vehicle for patrol use would be presented on November 4th, 2024.
A systematic fleet replacement plan is essential to maintain operational efficiency.
It is equally important that newly acquired vehicles are outfitted with necessary patrol equipment, ensuring officers have the tools needed for effective and safe operation in the field.
II. DISCUSSION
The 2024 Chevrolet Blazer EV, which was approved for purchase, must be outfitted with emergency vehicle equipment to serve as a patrol vehicle. Jay’s Tires, located in Ceres, provided a quote for $27,633.29 to equip the Blazer with all required patrol equipment, including lights, sirens, and radio equipment. Jay’s Tires is a trusted provider, having outfitted multiple vehicles for the Oakdale Police Department in the past.
III. FISCAL IMPACTS
The cost of outfitting the Blazer is $27,633.29. Funds for this project will come from the Supplemental Law Enforcement Fund 203, which is already allocated for vehicle replacement and outfitting costs.
IV. RECOMMENDATION
City of Oakdale staff recommends that the City Council adopt the attached resolution authorizing staff to outfit the 2024 Chevrolet Blazer EV for patrol AGENDA ITEM 9.4

Subject: Consideration of a Resolution Rejecting Bids for the Hangar L-2 Helius Concrete Hanger Replacement
I. BACKGROUND
On August 14, 2024 an informal bid notice was listed on the Valley Builders Exchange for a project replacing the Concrete Apron in front of Hangar L-2. This project would remove and replace the concrete with thicker reinforced concrete that would hold up to the stresses encountered during daily use, and would extend the useful life of the hangar. On August 27, 2024 the bids were opened with Ross F. Carroll coming in as the lowest bidder.
II. DISCUSSION
This project was identified in Exhibit B of the lease agreement with Helius (Tenant) as a project that would have shared cost between both the City and Helius.
Currently, Helius requested that we hold off on replacing the concrete until early next year, due to the extreme amount of work load they are currently taking on.
Pursuant to Public Contracts Code section 22038, the City must award the project to the lowest responsible bidder submitting a responsive bid or reject all bids received. Therefore, rejecting all bids would be correct, with the project going out to bid again at a future date.
III. FISCAL IMPACT
No direct fiscal impact is generated by rejecting the bids for the airport concrete apron project.
IV. RECOMMENDATION
Staff recommends approving the resolution rejecting all bids.

Subject: Consider a Resolution Reorganizing the Recreation Services and Facility Maintenance Structure Within the Finance Department to Best Support City Needs
I. Background / Discussion
The City is in need of reorganizing its Recreation Services and Facility Maintenance Services structure in order to best support City needs.
Currently the Recreation Services Supervisor (Jane Finkenbine) serves as the overall Supervisor for both Recreation and Facility Maintenance Services. Mrs. Finkenbine is retiring from the City of Oakdale, effective December 2024.
Mrs. Finkenbine’s retirement provides an opportunity to reorganize and split the Recreation Services and Facility Maintenance Services positions in order to best support City needs.
Both Recreation and Facilities fall under the Finance Department. Recreation currently consists of one (1) Recreation Services Supervisor and one (1) Recreation Services Specialist. Both are located at the Gladys Lemmons Senior Center. Facilities currently consists of one (1) Facility Maintenance Worker II, one (1) Maintenance Worker I, one (1) Full Time Custodian, and one (1) Part Time Custodian.
Recreation Services includes the operation of the Gladys Lemmons Senior Center, including Free Lunches, Classes (iPad, Yoga, Arts, Crafts, young at heart exercise), and Social Events (Silver Strummers) and coordination of Recreation programs, the Halloween parade and festival, Lessons (Tennis, Pickleball, Dog Training) and the Swimming Pool (swim lessons, water aerobics, open swim).
Facility Maintenance Services includes the maintenance and janitorial services of the Gene Bianchi Community Center, Gladys Lemons Senior Center, City Hall/Police Building, Council Chambers, Royce Memorial Swimming Pool, Animal Shelter, Youth Building, the Future City Hall Annex, Janitorial services for Public Services yard offices, TL Davis, Skate Park, Dorada Park and the soon opening Greger Sports Park, and the planned replacement of the Gilbert Park, Kerr Park and the future Fish Park bathrooms.
AGENDA ITEM 11.1
35 CITY OF OAKDALE
CITY COUNCIL STAFF REPORT (CONTINUED)
We are very fortunate in the sense that we have an outstanding and highly capable Recreation Services Specialist (Alanna Bryant) and Facility Maintenance Worker II (Tim Williams). With the upcoming retirement of Mrs. Finkenbine, and with Facilities taking a larger portion of the two divisions, City Staff believes that this would be a good time to reorganize the Supervisor position by freezing the Recreation Services Supervisor position and creating the Facility Maintenance Supervisor position. This position would be the same exact Salary Range, which is Range 433. Facility Maintenance Worker II, Tim Williams, would become the Facility Maintenance Supervisor. The City Council would need to approve and authorize this new position so that the salary range schedule can be amended strictly to add the Facility Maintenance Services Supervisor position. The Recreation Services Supervisor position would still remain on the books, but would be frozen and unfilled, until such time that City Staff determined the need, at which time the position would be brought back to City Council for approval. No position is being added. The City is just moving the supervisor position from the recreation side to the facilities side.
Staff is also looking to elevate the current Recreation Services Specialist, Alanna Bryant, to an already-existing position of Recreation Services Coordinator. This is an existing City of Oakdale position that is presently not being filled and this would be in step with additional duties that she would be performing as the sole recreation person. She would continue to work out of the Gladys Lemmons Senior Center, coordinating all aspects of senior services, as well as managing the lifeguards and pool staff (approximately 25 employees) during the pool season for the Royse Memorial Swimming Pool. She would also continue coordinating the same community-wide recreation services that the City provides, such as the annual Halloween Parade and other Family Events, such as City-hosted Free Family Movie Nights at the Gene Bianchi Community Center.
City Staff believes that for efficiency and overall coordination purposes, it would be best to move the supervisor position from Recreation to Facilities.
The Job Description for the new Facility Maintenance Services Supervisor is included with this staff report, as well as the current and future organizational chart which visually shows where the positions fall. Below is a condensed organizational chart to visually show the changes in organizational structure.

II. Fiscal Impacts
This move would result in an overall cost savings. Currently, the monthly salary costs for the Recreation Services Supervisor, the Facility Maintenance Worker II and the Recreation Services Specialist is $18,451.68. Under the new structure, the Facility Maintenance Worker II, assuming the new title of Facility Maintenance Services Supervisor, and moving the Recreation Services Specialist to Recreation Services Coordinator would be a monthly salary cost of $12,794.87, a monthly savings of $5,656.81. Most importantly, it would bring the best alignment of staff and supervision for the Facilities and Recreation Divisions in the Finance Department.
III. Recommendation
After a careful review of the City’s needs and in order to ensure the continued operations of the Recreation Services and Facility Maintenance Services, City staff is recommending that the City Council approve a Resolution reorganizing the Recreation Services and Facility Maintenance structure within the Finance Department to best support City needs.

THE CITY OF OAKDALE CITY COUNCIL DOES HEREBY RESOLVE THAT:
Whereas, the City of Oakdale is in need of reorganizing its Recreation Services and Facility Maintenance Services structure to best support City needs; and Whereas, upon the retirement of the current Recreation Services Supervisor and with all but one employee falling under facilities, it makes more sense to move the supervisor position to facilities; and Whereas, staff desires to elevate the current Recreation Services Specialist to an already existing Recreation Services Coordinator position, to recognize additional duties performed; and Whereas, these changes will result in an overall cost savings of $5,656.81 per month.

Subject: Consideration to Approve a Resolution indicating the importance of updating and improving safety conditions with Bicycle and Pedestrian facilities on G Street between Forth Avenue and East Avenue and request Staff to make an
application for Local Carbon Reduction Program (Local CRP) Grant Funds.
I. DISCUSSION
There is a section of G Street between Forth Avenue and East Avenue (Proposed Grant Project Area) that has not received bicycle, pedestrian or road improvements for some time. This section of G Street is designated to receive, per the Oakdale Bikeway and Trail Master Plan, class 3 bike lanes by definition are pavement painted bike lanes, shared with other motor vehicles within the public right of way.
AGENDA ITEM 11.5

City Council Staff Report (Continued)
SUBJECT: G Street Bike and Pedestrian Improvements
MEETING DATE: November 4, 2024
Also, this section of G Street, because it has not received recent right of way improvements for some time, is to receive new and updated handicap ramps and side walk sections at locations within the project area, indicated above.
Staff is currently solidifying the project scope of work and currently improvement elements of the project area include:
• Sidewalk and handicap reconstruction
• Street reconstruction
• Slurry / cape seal
• Class 3 Bike path and other required street striping
Because there is a need to make these improvements in this final unimproved gap on G Street, linking schools and neighborhoods, City staff is pursuing a grant as part of the Local Carbon Reduction Program (Local CRP), administered by StanCOG. If awarded, it will significantly help make these improvements sooner than later.
Reason for Resolution: This is a competitive grant which in the application offers recommendations to score at higher rates. One of the recommended exhibits, to increase City’s chance for grant awarding, is to provide concurrence via a City Council resolution indicating the proposed project area is worthy of needed bike and pedestrian improvements as stated above and it will support City staff to make an application to StanCOG for consideration of grant awarding.
The application deadline is November 15th and the requested amount is $800,000.
II. FISCAL IMPACT
There are no fiscal impacts at this time. City Staff will return to the City Council for following project bidding and requesting the City Council to enter into an agreement with a contractor to construct the project.
III. RECOMMENDATION
