City Council Staff Report
Meeting Date: November 18, 2024
To: Mayor Bairos and Members of the Oakdale City Council From: Bryan Whitemyer, City Manager
Subject: By Minute Order Authorize Closure of City Hall and Public Services Corporation Yard Office on Tuesday, December 24, 2024, and Thursday, December 26, 2024.

I. BACKGROUND
The City of Oakdale observes public holidays each year which non-essential City offices are closed to the public. Since July of 2023, City Offices have operated on a 9/80 work schedule and non-essential City Offices are closed to the public on all Fridays.

In the past and depending on which day of the week Christmas Day and New Year’s Day fall, the City Council has approved a holiday office closure for Christmas Eve and New Year’s Eve.

This year the holidays fall on a Wednesday and City Offices are closed to the public on all Fridays. Staff is requesting authorization to close City Hall as well as the Public Services Corporation Yard Office on Tuesday, December 24th and Thursday, December 26th.

The calendar below shows the proposed 2024 holiday office closure which includes December 24th and December 26th, holidays observed (Christmas Day and New Year’s Day) and the Fridays the City is closed to the public.

CLOSED
Public Safety services would still be available and Public Works staff would still be on hand to handle any emergency issues that could arise. The Christmas Holiday is a period of very low activity at City Hall and many contractors, engineers, and architects’ offices are closed for the holiday break. City employees have requested that they be allowed to take personal days, vacation or other accrued leave on Tuesday, December 24th (Christmas Eve) and Thursday December 26th.

Office Closure Observations:
• Office traffic is typically very slow on these days.
• Building permit activity is likewise slow to non-existent on these days. • Vacation time used by employees helps to lower future vacation accrual liabilities.

Replacement Fund and Fund 540 - Facility Maintenance Fund I. BACKGROUND
The City of Oakdale assesses streets, water, sewer and storm facilities on a regular basis. Based on these assessments along with our Capital Improvement Plan, it was determined the Southwest Downtown area is in need of significant improvement. This area has not had street improvements in 25+ years with much older infrastructure in some areas. In 2022 StanCOG contracted with NCE Engineering and Environmental Services to update the pavement management programs for their member agencies which include Oakdale. Pavement conditions are quantified using the Pavement Condition Index (PCI) which ranges from 100 ( Best) to O ( Worst). The average PCI for the Southwest Downtown project area is 27 which is considered a Poor Rating.

Project Components
• Remove and replace existing pavement
• Replace curb ramps
• Repair curb, gutter and sidewalk
• Place new pavement markings and street signage
• Remove and replace water, sewer and storm facilities
