Mayor Barios called the meeting to order at 7:00 p.m.

Mayor Bairos led the pledge of allegiance.
Invocation
Pastor Korey Buchanek of the River Oak Grace Community Church provided the Invocation.
Presentations/Acknowledgements
5.1 Recognizing Oakdale High School Marching Band for taking Second Place, Color Guard for taking Second Place, Military Drum Major for taking Second Place and Drumline for taking First Place at a Recent Completion.
Viayor Bairos and Members of the City Council recognized the Oakdale High School Marching Band, Color Guard, Military Drum Major and Drumline
5.2 Massage Ordinance Update Presentation.
Chief Ramar provided a PowerPoint Presentation regarding an update on the Massage Ordinance.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. The following spoke during Public Comment:

Public Comments
Mayor Bairos opened Public Comment. There being no public comment, Mayor Bairos closed the Public Comment period.
Appointment to Boards, Commissions, Committees
City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.4. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of November 4, 2024.
9.2 Receive and file the Warrant List for the period October 29, 2024 - November 12, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 By Minute Order Authorize Closure of City Hall and Public Services Corporation Yard Office on Tuesday, December 24, 2024 and Thursday, December 26, 2024.

To approve the City of Oakdale City Council November 18, 2024, Consent Agenda.

11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with George Reed, Inc. for the Southwest Downtown - Safe Routes to School Project in the Amount of $4,918,055.70 and Authorizing $368,854.00 for Construction Engineering and Inspection Services and $368,854.00 for Contingency for a Total Project Budget of $5,655, 763.70 to be Funded from Measure L Fund 222, CDBG Fund 261, Surface Transportation Fund 316, Sewer Capital Replacement Fund 621, Water Capital Replacement Fund 644 and Facility Maintenance Fund 540.
Capital Projects Manager McDonald provided a PowerPoint Presentation.

Next City Council Resolution: 2024-111 Next Ordinance: 1288 Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made on this item.
MOTION
Adopt City Council Resolution 2024-111, authorizing the City Manager to execute an agreement with George Reed, Inc. for the Southwest Downtown - Safe Routes to School Project in the amount of $4,918,055.70 and authorizing $368,854.00 for Construction Engineering and Inspection Services and $368,854.00 for Contingency for a Total Project Budget of $5,655,763.70 to be funded from Measure L Fund 222, CDBG Fund 267, Surface Transportation Fund 316, Sewer Capital Replacement Fund 621, Water Capital Replacement Fund 644 and Facility Maintenance Fund 540.

12. City Manager's Report
12.1 November Department Reports.
City Manager Whitemyer thanked the City Council for their support on the Southwest Downtown - Safe Routes to School Project. City Manager Whitemyer also stated the Chief will send out a plan to tackle the Massage Ordinance regulations.
13. City Council Items
Mayor Pro Tem Smith announced Garden Club Meeting, November 19th.
Council Member Gilbert announced November 20th the Oakdale High School Sports Boosters is hosting an event as the Oakdale High School Students who are signing for colleges will be at the event.
Mayor Bairos wished everyone a Happy thanksgiving.
15. Adjournment
The next Regular meeting of the Oakdale City Council will be held December 2, 2024 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:57 p.m.
