Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

The consent agenda is comprised of Items 9.1 through 9.5, unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of November 18, 2024.
9.2 Receive and file the Warrant List for the period November 13, 2024 - November 24, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept the September 2024 Treasurer’s Report.

Next City Council Resolution: 2024-112 Next Ordinance: 1288
9.5 Consider a Resolution Authorizing a Range Use Agreement with Fred’s Firearms for Rental and Use of the Police Department Firearms Training Range Facilities.
10. Public Hearings
10.1 Consider Appeal No. 2024-12: Appeal of Planning Commission Action Regarding Major Use Permit, Site Plan Review and Variance 2023-26: Fairfield Inn by Marriott Hotel within the East F Street Corridor Specific Plan.
Recommended Action: Consider the following options:
(1) By Minute Order, uphold Planning Commission’s determination made on November 6, 2024. This option would affirm the Project approval granted by the Planning Commission.
(2) By Minute Order, overturn the Planning Commission’s determination made on November 6, 2024. This option would result in a denial of the Project.
10.2 Consider a Resolution for the Annexation of Territory to City of Oakdale Community Facilities District No. 2007-1 (Public Safety) for the Saddlewood Subdivision, Annexation No. 21.
Recommended Action: Adopt a Resolution approving the annexation of additional territory to the City of Oakdale Community Facilities District No. 2007-1 (Public Safety) for the Saddlewood Subdivision, Annexation No. 21.
10.3 Consider a Resolution for the Annexation of Territory to City of Oakdale Community Facilities District No. 2015-1 (Maintenance Services) for the Saddlewood Subdivision, Annexation No. 9.
Recommended Action: Adopt a Resolution approving the annexation of additional territory to the City of Oakdale Community Facilities District No. 2015-1 (Maintenance Services) for the Saddlewood Subdivision, Annexation No. 9.
