1. CALL TO ORDER:
Mayor Barios called the meeting to order at 7:00 p.m.

Mayor Bairos led the pledge of allegiance.

Pastor Steve Neubaum of LifePoint Church provided the Invocation.

5.1 Recognizing Gilton Solid Waste Management for 60 Years in Oakdale.
Mayor Bairos and Members of the City Council recognized Gilton Solid Waste Management.

The Mayor Bairos reported out of Closed Session that direction was given to Staff.

Mayor Bairos opened Public Comment.

9.2 Receive and file the Warrant List for the period November 13, 2024 - November 24, 2024.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept the September 2024 Treasurer's Report.
9.5 Consider a Resolution Authorizing a Range Use Agreement with Fred's Firearms for Rental and Use of the Police Department Firearms Training Range Facilities.
MOTION
To approve the City of Oakdale City Council December 2, 2024, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Gilbert PASSED this 2nd day of December 2024, by the following vote:

Motion carried 4/0 by City Council roll call vote with Council Member Smith abstaining from Item 9.5.

10.1 Consider Appeal No. 2024-12: Appeal of Planning Commission Action Regarding Major Use Permit, Site Plan Review and Variance 2023-26: Fairfield Inn by Marriott Hotel within the East F Street Corridor Specific Plan.

With no further public comment, Mayor Bairos closed the Public Hearing and brought the item back to the City Council.
Mayor Bairos read aloud an email and comments she has received from the public.

10.2 Consider a Resolution for the Annexation of Territory to City of Oakdale Community Facilities District No. 2007-1 (Public Safety) for the Saddlewood Subdivision, Annexation No. 21.
Finance Director Avila provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Biros opened the Public Hearing. There being no public comment Mayor Bairos closed the public hearing and asked the City Clerk to announce the results from the property owner vote.
Deputy City Clerk Andersen announced the City received 100% in favor of the vote for the area of annexation.
Mayor Bairos asked the City Council if there was any further discussion and asked for a motion to be made for this item.

1) Adopt City of Oakdale City Council Resolution 2024-113, Approving the Annexation of Territory to City of Oakdale Community Facilities District No. 2007-1 Public Safety (Annexation No. 21) for the Saddlewood Subdivision; and 2) Adopt City of Oakdale City Council Resolution 2024-114, Declaring the results of the Special Annexation Election, Determining Validity of Prior Proceedings and Directing the Recordina of an Amended Notice of Special Tax Lien for Community Facilities District No. 2007-1 (Annexation No. 21) for the Saddlewood Subdivision.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Smith and PASSED AND ADOPTED this 2nd day of December 2024, by the following vote:

Mayor Biros opened the Public Hearing. There being no public comment Mayor Bairos closed the public hearing and asked the City Clerk to announce the results from the property owner vote.
