7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept by Minute Order, List of City Commissions/Boards/Committees for 2025 as required by the Maddy Act (Government Code §54972).
9.5 Approve by Minute Order, City Co-Sponsored Special Event Application from the Oakdale Lions Club for the Annual Don Osborne Memorial Run Scheduled for Saturday, February 1, 2025.
9.6 Adopt a Resolution Approving an Extension of Copier Equipment Lease Agreement for the Police Department, City Hall, and Public Services Department.
9.7 Adopt a Resolution Approving Fire Station 28 Exterior Painting and Training Annex HVAC Replacement.

11.1 Consider a Resolution Authorizing the City of Oakdale Animal Services to Enter into a Memorandum of Understanding with Best Friends Animal Society and ASTRO Foundation for a Community Cat Program.
Recommended Action: Adopt a Resolution authorizing the City of Oakdale Animal Services to enter into a Memorandum of Understanding with Best Friends Animal Society and ASTRO Foundation for the Community Cat Program.
11.2 Consider a Resolution Authorizing the Purchase of One Utility Truck from Haidlen Ford in the Amount of $71,509.83 from Water Capital Replacement Fund 644 and One from Steves Chevrolet in the Amount of $71,730.90 from Sewer Capital Replacement Fund 621 and Authorize the Surplus of a 1998 Chevrolet 1500.
Recommended Action: Authorizing the purchase on one utility truck from Haidlen Ford in the amount of $71,509.83 from Water Capital Replacement Fund 644 and one from Steves Chevrolet in the amount of $71,730.90 from Sewer Capital Replacement Fund 621 and authorize the surplus of a 1998 Chevrolet 1500.

Recommended Action: Adopt City of Oakdale Successor Agency for the Former Oakdale Community Redevelopment Agency approving the Recognized Obligations Payments Schedule (ROPS) for July 1, 2025 – June 30, 2026.

Recommended Action: By Motion, Review and Approve the City Council Member Local Appointments to City Boards, Commissions, Committees and Regional Boards for the Year 2025.
