IMPORTANT DISCLOSURES
Chandler Asset Management, Inc. (“Chandler”) is an SEC registered investment adviser. For additional information about our firm, please see our current disclosures (Form ADV).

To obtain a copy of our current disclosures, you may contact your client service representative by calling the number on the front of this statement or you may visit our website at www.chandlerasset.com.

Information contained in this monthly statement is confidential and is provided for informational purposes only and should not be construed as specific investment or legal advice. The information contained herein was obtained from sources believed to be reliable as of the date of this statement, but may become outdated or superseded at any time without notice.

Custody: Your qualified custodian bank maintains control of all assets reflected in this statement and we urge you to compare this statement to the one you receive from your qualified custodian. Chandler does not have any authority to withdraw or deposit funds from/to the custodian account.

Valuation: Prices are provided by IDC, an independent pricing source. In the event IDC does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.

Performance: Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.

THEIR RESPECTIVE THIRD PARTY SUPPLIERS DISCLAIM ANY AND ALL WARRANTIES AND REPRESENTATIONS, EXPRESS AND/OR IMPLIED, INCLUDING ANY WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE OR USE, INCLUDING THE INDICES, INDEX DATA AND ANY DATA INCLUDED IN, RELATED TO, OR DERIVED THEREFROM.

NEITHER ICE DATA, ITS AFFILIATES OR THEIR RESPECTIVE THIRD PARTY PROVIDERS GUARANTEE THE QUALITY, ADEQUACY, ACCURACY, TIMELINESS OR COMPLETENESS OF THE INDICES OR THE INDEX DATA OR ANY COMPONENT THEREOF, AND THE INDICES AND INDEX DATA AND ALL COMPONENTS THEREOF ARE PROVIDED ON AN “AS IS” BASIS AND LICENSEE’S USE IS AT LICENSEE’S OWN RISK. ICE DATA, ITS AFFILIATES AND THEIR RESPECTIVE THIRD PARTY DO NOT SPONSOR, ENDORSE, OR RECOMMEND CHANDLER, OR ANY OF ITS PRODUCTS OR SERVICES.

Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.

Ratings: Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.

Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest and carries a high rating by S&P, Moody’s and Fitch respectively. 46 CONFIDENTIAL | 7

Re: January 2025 Administration Department Report
In an effort to highlight the work being done by all City Departments, City staff provides monthly activity reports to the City Council at the 2nd City Council meeting of each month. These reports are included in the agenda packet as an informational item but council members are encouraged to ask questions about any of the items listed in the report. The purpose of these reports is to help keep the City Council and the public apprised of the work being done in all areas of city operations.

Administration Department Activities
• Reviewed the East F Street Specific plan documentation as well as the draft East F Street Reimbursement Agreement with Tesoro Homes. This reimbursement agreement relates to the work the developer paid for to install the East D Street extension to Stearns Road. The developer is entitled to be reimbursed by other developers for the backbone infrastructure that they installed which enables them to build homes in the specific plan area. This agreement will be presented to the City Council at either the first or second council meeting in February 2025. • Participated in the public meetings for Brennan Park and Gilbert Park improvements that was held on Wednesday, December 18, 2024. We only had about three or four attendees but they provided some good feedback on the projects. Proposed improvements for Brennan Park include the resurfacing of the fenced in concrete so that includes striping for a basketball court and a futsal court. Lighting will also be installed so that nighttime play can be accommodate.

A new playground will be installed along South Sixth Avenue at a later date. • Attended the retirement ceremony for Modesto Fired Department Deputy Chief Tim Tietjen on Wednesday, December 18, 2024. We are all grateful for the service that Chief Tietjen provided the Oakdale community and wish him the best on his retirement.
• Attended meeting on the upcoming Sierra Ponte Annexation on Friday, December 20, 2024. It appears that the planning commission will have the opportunity to hear information on the annexation in February. If the planning commission recommends approval, then it will be presented to the City Council at a later date. The Sierra Pointe Specific Plan will include a land area of 297.35 acres and will accommodate 901 dwelling units and 1,118,069 square feet of commercial space at build out. If the specific plan is ultimately approved it is anticipated that build out of this area could take between 10 and 20 years.

AGENDA ITEM 12.1
69 January 2025 Administration Department Report Page 2 Layout of the Sierra Pointe Specific Plan:
• Met with Visionary Home Builders who manages the Oak Haven Senior Apartment Complex on A Street. They have completed all the deck and stairwell improvements and plan to do some concrete repair when the weather improves. • Attended the January 15, 2025 Stanislaus County City Manager’s meeting held in Ceres.
70 January 2025 Administration Department Report Page 3 • UPDATE: Golden State Natural Resources announced that the 90-day review period for the DEIR for the rail project that began October 22,2024 will now end on January 20, 2025. Our planner and City Attorney will prepare a response expressing the City’s concerns with the project by the January 20, 2025 due date. Held meeting with the City Attorney and City Planners to discuss the increased rail activity running through Oakdale. We continue to receive complaints about noise and late-night activity from the neighborhoods that are adjacent to the railroad tracks. We have been notified that there is a project in Tuolumne County that may cause more trains to pass through town. This meeting was held to develop a game plan to respond to the Draft Environment Impact Report that will be released to the public on this project very soon.

ONGOING:
✓ Staff received the graffiti report for December from the city’s TAG (Team-up Against Graffiti) coordinator, Mike Hancock. Mr. Hancock reported that the monthly total incident count for December was four. This is a slight decrease from the number (5) of incidents as recorded in November. Reported graffiti includes graffiti on structures in an alley on California Avenue, a stop sign on Lambuth, and a structure on the Valley View River Access Trail.
✓ There were zero gang graffiti incidents for December or for the entire year. This is only the second year in the last 14 years to have no gang graffiti reported. TAG is aware of two unresolved graffiti incidents this month. Both are on California Street in the back alley. Code enforcement courtesy letters have been sent to both property owners. No response as yet. The details are now incorporated into the reporting for a more inclusive city-wide view.
