1. CALL TO ORDER:
Mayor Barios called the meeting to order at 7:00 p.m.

3. Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
Invocation
Pastor Jeff Cavanaugh of Calvary Chapel Oakdale provided the Invocation.
5. Presentations/Acknowledgements
5.1 Recognizing the Oakdale Super Rec Soccer Tournament Champions.
Mayor Bairos and Members of the City Council recognized the Oakdale Super Rec Soccer Team.
6. Report Out of Closed Session / Additions / Deletions Mayor Bairos reported out of closed session that direction was given to Staff.
There were no additions or deletions to the agenda.

Mayor Bairos opened Public Comment. There being no public comment, Mayor Bairos closed the Public Comment period.

The consent agenda is comprised of Items 9.1 through 9.5. Unless there is discussion by a member of the audience/Council they may be approved in one motion.

9.2 Receive and file the Warrant List for the period December 31, 2024 - January 15, 2025.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Consider a Resolution Granting an Easement to the Modesto Irrigation District Along the Front Portion of the Greger Sports Park Over, Under and Across Real Property for Electrical Utility Purposes and Authorize Staff to Record with the Stanislaus County Recorder's Office.
9.5 Accept the November 2024 Treasurer's Report.
MOTION
To approve the City of Oakdale City Council January 21, 2025, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Kettering PASSED this 21st day of January 2025, by the following vote:

11. Staff Reports
11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Joaquin Painting in the Amount of $36,300.00 to Paint the Trim Inside and Outside and the Architectural Elements at the Gene Bianchi Community Center to be Funded from Facility Maintenance Fund 540.
Facilities Maintenance Services Supervisor Williams provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2025-003, authorizing the City Manager to execute an agreement with Joaquin Painting in the amount of $36,300.00 to paint the trim and architectural elements at the Gene Bianchi Community Center to be funded from Facility Maintenance Fund 540 and bring back color options to the Council to consider instead of the green.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Gilbert PASSED AND ADOPTED this 21st day of January 2025, by the following vote:

11.2 Consider a Resolution Authorizing the Purchase of RecDesk a Recreation Software for Community Members to Register for Classes and Events for an Annual Cost of $4,800.00 Using Funds from the Recreation Activity Fund 118.
Recreation Services Coordination Bryant provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment.
No name given questioned if reservations can be made over the phone. Recreation Services Coordination Bryant stated yes.
With no further public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2025-004, authorizing the purchase of RecDesk a recreation software for community members to register for classes and events for an annual cost of $4,800.00 using funds from the Recreation Activity Fund 118.

12. City Manager's Report
12.1 January Department Reports.
City Manager Whitemyer stated Department Reports are in the agenda packet for their review and also introduced new Deputy Fire Chief Evans.
13. City Council items
Mayor Pro Tem Smith stated there are some great drone photos of the new Greger Sports Park in the Agenda Packet.

14. Adjournment
The next Regular meeting of the Oakdale City Council will be held February 3, 2025 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:39 p.m.
