1. CALL TO ORDER:
Mayor Barios called the meeting to order at 7:00 p.m.
COUNCIL MEMBERS PRESENT/ABSENT:

Absent: Council Member Jeff Kettering

Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
Invocation
Pastor Kent Roberts of The River Christian Community provided the Invocation.
Presentations/Acknowledgements
5.1 Recognizing CIVICS Volunteers for Service Request Hotline Staffing Support Since 2012.
Mayor Bairos and Members of the City Council recognized the CIVICS Volunteers.
6. Report Out of Closed Session / Additions / Deletions Mayor Bairos reported out of Closed Session that direction was given to Staff.
There were no additions or deletions to the agenda.
7. Public Comments
Mayor Bairos opened Public Comment.
Pat Kuhn, spoke regarding lighting issues with the neighboring commercial property located on Willowglen and West F Street.

There being no further public comment, Mayor Bairos closed the Public Comment period.

The consent agenda is comprised of Items 9.1 through 9.4. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of January 21, 2025. "Cowboy Capital of the World"

9.2 Receive and file the Warrant List for the period January 16, 2025 - January 27, 2025.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept the December 2024 Treasurer's Report.
MOTION
To approve the City of Oakdale City Council February 3, 2025, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Pitassi PASSED this 3rd day of February 2025, by the following vote:
AYES: COUNCIL MEMBERS: Smith, Pitassi, Bairos (3)
NOES: COUNCIL MEMBERS: None (0)
ABSENT: COUNCIL MEMBERS: Gilbert, Kettering (2)

11.1 Consider a Resolution Authorizing the City Manager to Execute a Subdivision Improvement Agreement (SIA) for the Saddlewood Subdivision and Authorizing the City Clerk to File the SIA and Final Subdivision Maps with the County Clerk Recorder's Office.
Public Services Director provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2025-005, authorizing the City Manager to execute a Subdivision Improvement Agreement for the Saddlewood Subdivision and authorize the City Clerk to File the SIA and Final Subdivision Maps with the County Clerk Recorder's Office.

City Manager Whitemyer provided a report.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. With no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.

By Minute Order, approve request by Pacific Project Heroes for placement of military banners on Third Avenue starting in May through November.

City Manager Whitemyer and Capital Projects Manager McDonald provided an update on the Greger Sports Park.

The next Regular meeting of the Oakdale City Council will be held Tuesday, February 18, 2025 at 7:00 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:46 p.m.
