7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.7, unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of March 3, 2025.
9.2 Receive and file the Warrant List for the period February 25, 2025 - March 10, 2025.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Second Reading and Adoption of Ordinance 1288, Prezoning the Parcels Located in the Sierra Pointe Specific Plan Area.
9.5 Second Reading and Adoption of Ordinance 1289, Introducing Chapter 21 to the Oakdale Municipal Code Designating an Entertainment Zone on 3rd Avenue Between E and F Streets on Saturdays from 8am though 11am from May through September in Conjunction with the Oakdale Morning Market.
9.6 Adopt a Resolution Authorizing the Stanislaus County Department of Environmental Resources to Submit a Tire Amnesty Event Grant Application on behalf of the City of Oakdale.
9.7 Adopt a Resolution Authorizing an Update to the Police Services Agreement Between the City of Oakdale and the Oakdale Joint Unified School District and Authorizing the City Manager to Execute Said Updated Agreement.

11.1 Consider a Resolution Authorizing Staff to Enter into a Contract with Tuckfield & Associates to Conduct a Water and Wastewater Rate Study Using Funds from Water Operations Fund 645 and Sewer Operation Fund 622.
Recommended Action: Adoption a resolution authorizing funding for a Water and Wastewater Rate Study and approve a contract with Tuckfield & Associates for professional consulting services in an amount not to exceed $34,200, split evenly between Water Operations Fund 645 and Sewer Operations Fund 622.
11.2 By Minute Order Consider Paint Color Options for the Gene Bianchi Community Center Painting Project.
Recommended Action: By minute order approve paint color options for the Gene Bianchi Community Center Painting Project.
11.3 Consider a Resolution Authorizing Staff to Enter into an Agreement with Bob Murray & Associates for Executive Recruitment Services of the Permanent City Manager for a Cost not to Exceed $33,000 Using Funds from Fund 110- Contract Services.

Next City Council Resolution: 2025-018 Next Ordinance: 1290 Recommended Action: Adopt a resolution authorizing Staff to enter into an agreement with Bob Murray & Associates for executive recruitment services in order to fill the permanent City Manager position for a cost not to exceed $33,000 using funds from Fund 110- Contract Services.
11.4 Consider a Resolution Selecting Retired Police Captain Jason Grogan as the Interim Police Chief for the City of Oakdale Effective March 18, 2025, and Approving an Employment Agreement that Articulates Grogans’ Compensation and Duties as Interim Police Chief.
Recommended Action: Adopt a resolution selecting Retired Captain Jason Grogan as the Interim Police Chief for the City of Oakdale effective March 18, 2025, and authorizing the Interim City Manager to execute the employment agreement.
