Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

8.1 Consider by Minute Order Re-Appointment of Brian Heron as Commissioner to the Planning Commission to Serve a Four-Year Term to Expire 4/2029.
8.2 Consider by Minute Order Appointment of Will Pringle II as Commissioner to the Senior Advisory Commission to Fill an Unexpired Term to Expire 4/2028.
8.3 Consider by Minute Order Appointment of Christie Inocencio as Commissioner to the Senior Advisory Commission to Fill an Unexpired Term to Expire 4/2026.

9.4 Accepting the March 2025 Treasurer’s Report.
9.5 Second Reading of Ordinance 1290 Adding Article X to Chapter 11 of the Oakdale Municipal Code to Authorize a Plan Area Fee Program for the Crane Crossing Specific Plan.
9.6 By Minute Order Reject Claim from Erin Wofford.
9.7 By Minute Order Approve the Request to Remove One (1) Oak Tree Located at 1140 River Avenue.
9.8 Adopt a Resolution Authorizing the City Manager to Execute a Lease Agreement with Frankie Losano, Owner/Operator of Munchies to Lease the Oakdale Community Park Concession Stand.
9.9 Authorize by Minute Order Cancellation of the Regular City Council Meeting Scheduled for Monday, May 19, 2025.
9.10 Adopt a Resolution Authorizing the City Manager or his Designee to Enter into a Memorandum of Understanding with Our Lady of Fatima Society for the 2025 Processions.
10. Public Hearings
10.1 Continued from the April 21, 2025 City Council Meeting:
Introduction and Waive the First Reading of an Ordinance Amending Articles I, IV, V and VIII of Chapter 18 of the Oakdale Municipal Code Related to the Regulation of Motor Vehicles and Traffic to Enhance Downtown Parking Management.
Recommended Action: Introduce and waive the first reading of an ordinance amending Articles, I, IV, V, and VIII of Chapter 18 of the Oakdale Municipal Code related to the regulation of motor vehicles and traffic to enhance downtown parking management.
11. Staff Reports
11.1 Consideration of a Feasibility Study to Consolidate Electric Service Under the Modesto Irrigation District (MID).
Recommended Action: Option (1) Direct staff to initiate discussions with the Modesto Irrigation District (MID) and other relevant agencies to explore the feasibility, benefits, and legal process for consolidating electric service within the City of Oakdale under a single provider, MID. Option (2) Maintain the current dual-provider electricity model (MID and PG&E) and defer further evaluation or discussion until a future date when priorities or conditions warrant renewed consideration.
