CALL TO ORDER:
Mayor Pro Tem Smith called the meeting to order at 6:30 p.m.

Presentations/Acknowledgements
5.1 Recognizing the Oakdale Fence Company for 25 Years of Business.
Mayor Pro Tem Smith and the Members of the City Council recognized the Oakdale Fence Company for celebrating 25 Years.

7. Public Comments
Mayor Pro Tem Smith opened public comment and the following spoke:
George Hoover spoke in regards his opposition of the proposed Walmart application and the need to reappoint an Airport Commission.
Richard Boss spoke in regards to a code enforcement case revoking his business license related to a complaint of him dumping chemicals into an orchard.
There being no further public comment, Mayor Pro Tem Smith closed public comment.

The consent agenda is comprised of Items 9.1 through 9.7. Unless there is discussion by a member of the audience/Council they may be approved in one motion.

9.4 Authorize by Minute Order Cancellation of the Regular City Council Meeting Scheduled for Monday, August 18, 2025.
9.5 Reject Claim for Damages by Melody Crandell.
9.6 Reject Claim for Damages by Ricardo Suarez and Maria Molina Suarez.
9.7 Consider a Resolution Accepting the Dorada Park/Pool Parking Lot Improvements Project and Authorizing the Filing of a Notice of Completion; Authorizing the Reallocation of $29,000.00 from CP2126 Parks Yard on 4" Avenue Project to CP2127 Dorada Park/Pool Parking Lot Improvements; Approving Use of the Budget Balance of $42,082.00 and Accepting the Total Cost of $265,624.89.

10.1 Consider a Resolution Approving the Engineer's Report and Ordering the Levy and Collection of Assessments for Bridle Ridge Landscape and Lighting Maintenance District for Fiscal Year 2025/2026.
Council Member Kettering state he lives in the Bridle Ridge neighborhood and excused himself from the dais.
Finance Director Avila provided a PowerPoint Presentation.
Staff responded to questions from the City Council.

MOTION
Adopt City Council Resolution 2025-079, approving the Engineer's Report and ordering the levy and collection of assessments for Bridle Ridge Landscape and Lighting Maintenance District for Fiscal Year 2025/2026.
Moved by Council Member Gilbert and seconded by Mayor Pro Tem Smith FAILED, by the following vote:

Council Member Pitassi stated he lives in the Vineyards and excused himself from the dais.

12. City Manager's Report
12.1 City Manager Update on 175S. Maag - Lien Released.
City Manager Ramar reported the City received the payment of $77,600 for the administrative fees on July 22nd and the lien was released.
13. City Council Items
Mayor Pro Tem Smith announced Nation Night Out is tomorrow, Tuesday, August 1st.
14. Adjournment
The next Regular meeting of the Oakdale City Council will be held Tuesday, September 2, 2025 at 6:30 p.m. in the Council Chambers. There being no further business, Mayor Pro Tem Smith adjourned the meeting 7:33 at p.m.
