1. CALL TO ORDER:
Mayor Bairos called the meeting to order at 6:30 p.m.

4. Invocation
Korey Buchanek of the River Oak Grance Community Church provided the invocation.
Presentations/Acknowledgements
5.1 Recognizing Kim Whitcomb and Larry Metcalf for their Honesty and Integrity.
Mayor Bairos and the Members of the City Council recognized Kim Whitcomb and Larry Metcalf.

City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.9. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of August 18, 2025.
9.2 Receive and File the Warrant List for the Period July 29, 2025 - August 25, 2025.
9.3 Waive all Readings of Ordinances and Resolutions, except by Title.
9.4 Accept the June and July Treasurers Report.
9.5 Approve the Request to Remove One (1) Live Oak Tree Located at 590 East A Street.
9.6 Reject Claim for Damages from Emiliano Melendez.

9.7 Reject Claim for Damages from Ezequial Fonseca-Glass.
9.8 Adopt a Resolution Authorizing the City Manager to Execute a Lease Agreement with the Airport Caretaker, Don Gutridge for 9867 Jackson Road.
9.9 Adopt a Resolution Authorizing the City Manager to Execute an Employment Agreement for Chief of Police.
MOTION
To approve Items 9.1 through 9.9 on the City of Oakdale City Council September 2, 2025, Consent Agenda.
Moved by Mayor Pro Tem Smith, and seconded by Council Member Kettering PASSED this 2nd day of September 2025, by the following vote:

10. Public Hearings
10.1 Introduction and Waive the First Reading of an Ordinance Amending Chapter 7, Building Codes, Administration and Enforcement and Systems Development Charges, by Adding Article XIV, Titled Electric Vehicle Charging Station Permitting Streamlining to the Oakdale Municipal Code, Adopting Administrative Procedures for Permitting Electric Vehicle Charging Stations (EVCS) to Comply with Government Code Sections 65850.7 and 65850.71.
City Manager Ramar provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the public hearing for public comment. There being no public comment, Mayor Bairos closed the public hearing brought the item back to the City Council and asked for a motion to be made.
MOTION
Introduce and waive the first reading of Ordinance 1295, amending Chapter 7, Building Codes, Administration and Enforcement and Systems Development Charges, by adding Article XIV, titled Electric Vehicle Charging Station Permitting Streamlining to the Oakdale Municipal Code, adopting administrative procedures for permitting Electric Vehicle Charging Stations (EVCS) to comply with Government Code Sections 65850.7 and 65850.71.

11.1 Consider a Resolution Accepting a New City of Oakdale Speed Hump Policy to Formalize the Process of Requesting and Installing Speed Humps as Traffic Calming Devices.

Mayor Bairos opened the item for public comment. The following spoke during public comment:
Jim Minkel spoke in favor.
Riverbluff Resident spoke in favor.
There being no further public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2025-87, adopting a Speed Hump Policy to formalize the process of requesting and installing speed humps as traffic calming devices.

13. City Council Items
Mayor Pro Tem Smith announced the third Tuesday of every month the Garden Club meets and Garden Club Tour is October 4'.
Council Member Kettering announced Oakdale High School plays Escalon this Friday night.
Mayor Bairos announced the following events: Once Upon a Tomb is on October 4*h; Autumn Gathering on October 4" and Oakdale Chamber Golf Annual Tournament on September 8"h, Oakdale Soccer Club opening day on September 6, Morning Market ends September 27'h.

14. Adjournment
