Mayor Bairos called the meeting to order at 6:30 p.m.
2. COUNCIL MEMBERS PRESENT/ABSENT:

3. Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
Invocation
Kent Roberts of the River Christian Community provided the invocation.
Presentations/Acknowledgements
5.1 Oath of Office and Badge Pinning Ceremony of Oakdale Police Department Police Chief Jason Grogan.
City Manager Ramar provided the Oath of Office to Police Chief Jason Grogan. After the badge pinning, City Council congratulated Chief Grogan and thanked him for choosing Oakdale.
Additions / Deletions
City Manager Ramar stated Item 11.1 will be pulled and considered at a later date.
Public Comments
Mayor Bairos opened public comment and the following spoke:
Diana Garcia, Oakdale Sunrise Rotary spoke regarding their Socktober Sock Drive during the month of October.
Julio, Oakdale Sunrise Rotary spoke regarding upcoming event Spoketoberfest on October 18th and the work he did to repair the wall at Dorada Park.
Linda King, Garden Club spoke regarding the annual Garden Club Tour on October 4' and they also offer spots at the community garden so the community can grow their own garden.
Justin Farkas spoke regarding concerns with social media posts that Mayor Pro Tem Christopher Smith shared related to the murder of Charlie Krik.
There being no further public comment, Mayor Bairos closed public comment. "Cowboy Capital of the World"

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.9. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of September 4, 2025.
9.2 Receive and file the Warrant List for the period August 26, 2025 - September 9, 2025.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Adopt a Resolution of Concurrence and Support of the Community Development Block Grant Consolidated Annual Performance and Evaluation Report (CAPER) Fiscal Year 2024-2025.
9.5 Second Reading of Ordinance 1295 Amending Chapter 7, Building Codes, Administration and Enforcement and Systems Development Charges, by Adding Article XIV, Title Electric Vehicle Charging Station Permitting Streamlining to the Oakdale Municipal Code, Adopting Administrative Procedures for Permitting Electric Vehicle Charging Stations (EVCS) to Comply with Government Code Sections 65850.7 and 65850.71.
9.6 Adopt a Resolution Accepting the Oakdale Irrigation Districts Public Improvements on Greger Street and Kaufman Road and Authorizing the Filing of a Notice of Completion.
9.7 Approve Co-Sponsored Special Event Application submitted by Infinite Athletics, Inc. for the Veterans Day Parade and Ceremony on Tuesday, November 11, 2025.
9.8 Adopt a Resolution Authorizing the City Manager to Execute a 20-Year Term Lease Agreement with MH Properties, LLC., Helius, DBA Sky Ranch FBO for Airport Hangar L-1.
9.9 Adopt a Resolution Authorizing Acceptance of the Oakdale Community Park Basketball Court Resurfacing Project in the Amount of $24,350.00 and Authorize the Filing of a Notice of Completion.

To approve Items 9.1 through 9.9 on the City of Oakdale City Council September 15, 2025, Consent Agenda.

11.1 Consider a Resolution Naming the Oakdale Police Department Firearms Range as the Castro-Hilgen Training Facility:
Item will be considered at a later date. No action taken.
11.2 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Public Restroom Company for the Installation of a Public Restroom at Fish Park in the Amount of $259,637.00 and a 10% Contingency in the Amount of $25,963.00 for a Total Project Budget of $285,600 to be Funded by Parks Capital Facilities Fund 343 CP2605.
Management Analyst Thompson provided a PowerPoint Presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment. There being no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2025-092, authorizing the City Manager to execute an agreement with Public Restroom Company for the installation of a public restroom at Fish Park in the amount of $259,637.00 and a 10% contingency in the amount of $25,963.00 for a total project budget of $285,600 to be funded by Parks Capital Facilities Fund 343 CP2605.
