CALL TO ORDER:
Mayor Bairos called the meeting to order at 6:30 p.m.
2. COUNCIL MEMBERS PRESENT/ABSENT:

Public Comments
Mayor Bairos opened public comment.
Barbara Finley spoke regarding traffic concerns with the median on J Street traffic near the high Ashley Hankins spoke regarding her interest in applying for the City Council Vacant Seat.
Bonnie Alcatraz questioned where she could find more information about the budget so she can be more informed on her City.
There being no further public comment, Mayor Bairos closed public comment.
8. Appointment to Boards, Commissions, Committees
City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.9. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of October 20, 2025.
9.2 Receive and file the Warrant List for the period October 14, 2025 - October 27, 2025.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Adopt a Resolution Declaring 2002 Hi-Tech International Fire Engine, Vehicle Identification Number 1HTSDADRA42H380267 as Surplus and Authorizing the Fire Engine to be Disposed of in a Manner Approved by the City Manager and Consistent with City Policy.

9.5 Second Reading of Ordinance 1296 Amending Chapter 12 of the Oakdale Municipal Code to Adopt the 2025 Fire Code with Local Amendments and Removing Section 1- 22 Automatic Fire Extinguishing Systems from Chapter 7 Building Codes, Administration and Enforcements and Systems Development Charges.
9.6 Authorize Closure of City Hall, Finance and the Public Services Corporation Yard on Wednesday, December 24, 2025 and Wednesday, December 31, 2025.
9.7 Adopt a Resolution Authorizing the City Manager to Reject Construction Bids Received October 2, 2025 for the Well 11 Test Hole & Production Well Project CP2213
9.8 Adopt a Resolution Authorizing the City Manager to Reject Construction Bids Received October 2, 2025 for the Well 12 Test Hole & Production Well Project CP2406.
9.9 Adopt a Resolution Authorizing the City Manager to Enter into and Continue a Professional Services Agreement for Land Use Planning Services with JB Anderson Land Use Planning (JBAP) in the Amount of $6,250 a Month to be Funded from Development Services Fund 120 Planning, 120-3110-410013.

Fleet & Public Services Property Supervisor Milam provided a PowerPoint Presentation.

Adopt City Council Resolution 2025-109, authorizing the purchase of one 2025 Bandit Intimidator 12XP Wood Chipper from Cal-Line Equipment in the amount of $62,438.74 to be funded by Street Fund 110, Parks Replacement Fund 549, Sewer Capital Replacement Fund 621, Water Capital Replacement Fund 644 and surplus one 1996 Brush Bandit Wood Chipper.
Moved by Council Member Pitassi and seconded by Council Member Gilbert, PASSED this 3rd day of November, by the following vote:

Adopt City Council Resolution 2025-110, authorizing the purchase of two 2026 Chevrolet Silverado 1500 trucks from Steve's Chevrolet, two 2026 Ford Maverick XLT trucks from Haidlen Ford in the amount of $139,247.86 to be funded equally $69,623.93 by Sewer Capital Replacement Fund 621 and $69.623.93 from Water Capital Replacement Fund 644 and to declare one 2000 Chevrolet 3500, one 2002 Dodge Ram 1500, one 2007 Ford F-150 and one 2002 Chevrolet 1500 as surplus.

12. City Manager's Report
12.1 Stanley Wakefield Wilderness Area - Recent Wildlife Update City Manager Ramar presented some recent photos of wildlife at the Stanley Wakefield Wilderness Area.

Council Member Kettering congratulated Oakdale High School on the win Council Member Gilbert reported
Mayor Bairos announced Veterans Day Parade and Ceremony is Tuesday, November 11th.
14. Adjournment
The next Regular meeting of the Oakdale City Council will be held November 17, 2025 at 6:30 p.m. in the Council Chambers. There being no further business, Mayor Bairos adjourned the meeting at 7:16 p.m.
