1. CALL TO ORDER:
Mayor Bairos called the meeting to order at 5:00 p.m.
COUNCIL MEMBERS PRESENT/ABSENT:
Present: Mayor Cherilyn Bairos

Council Member Jarod Pitassi
Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
4. Public Comments
Mayor Bairos opened public comment.
Nancy Podolsky stated her support for Mary Buchannan
There being no further public comment, Mayor Bairos closed public comment.
Applicant Interviews Order by Randow Draw
Deputy City Clerk Andersen drew the names of the applicants in the order they would interview for the vacant Council seat.
The applicant names were drawn in the following order:
1. Paola Verduzco
2. Ranjit Basi Jr.
3. John Clark
4. Mary Buchanan
5. Ashley Hankins
6. Richard Murdoch
7. Elizabeth Moyle
City Council Items
11.1 City Council Applicant Interviews and Consider a Resolution Appointing a Candidate to Fill the Vacant City Council Seat Vacated by Council Member Chrisophter Smith to Serve the Remainder of the Term Through the Date of Certification of the November 2026 Election.
City Manager Ramar explained the interview process to the applicants and the audience.
Mayor Bairos asked staff to escort all the applicants to the waiting room with the exception of the applicant selected to go first by the random draw. "Cowboy Capital of the World"

Next City Council Resolution: 2025-111 Next Ordinance: 1297 Each applicant was provided three minutes to present their opening statements and qualifications followed by City Council Member questions and concluded with each applicant providing any final remarks.
The City Council discussed the applicant interviews and thanked all the applicants for submitting applications. Mayor Bairos then asked if any Council Member would like to make a motion for the appointment.
MOTION
Adopt City Council Resolution 2025-111, appointing Richard Murdoch to the City Council Seat vacated by Council Member Christopher Smith for the remainder of the term through date of certification of the November 2026 Election.
Moved by Council Member Gilbert and seconded by Council Member Kettering, PASSED this 12th day of November, by the following vote:
AYES: COUNCIL MEMBERS: Gilbert, Kettering, Pitassi, Bairos (4) NOES: COUNCIL MEMBERS: None (0)
ABSENT: COUNCIL MEMBERS: None (0)
ABSTAINED: COUNCIL MEMBERS: None (0)
Motion carried 4/0 by City Council roll call vote..
7. Oath of Office
Deputy City Clerk Andersen delivered the oath of office to appointed City Council Member
8. New City Council Roll Call
After the oath of office, Mayor Bairos asked Council Member Murdoch to please take their seat at the dais and ask Deputy City Clerk Andersen to call roll.
Deputy City Clerk Andersen conducted roll call with Council Member Murdoch, Council Member Gilbert, Council Member Kettering, Council Member Pitassi and Mayor Bairos responding they were present.
9. Adjournment
There being no further business, Mayor Bairos adjourned the meeting at 6:05 p.m.
