Custody: Your qualified custodian bank maintains control of all assets reflected in this statement and we urge you to compare this statement to the one you receive from your qualified custodian. Chandler does not have any authority to withdraw or deposit funds from/to the custodian account.
Valuation: Prices are provided by IDC, an independent pricing source. In the event IDC does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.
Performance: Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.

Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.
Ratings: Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.
Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest. 52 CONFIDENTIAL | 7

Subject: Accept Reappointment of Justin Bochmann to the Stanislaus Council of Governments (StanCOG) Measure L Citizens Oversight Committee
BACKGROUND
Measure L, the Transportation Ordinance and Expenditure Plan, was approved by Stanislaus County voters on November 8, 2016. The measure established a one-half cent sales tax for a period of 25 years to fund significant transportation improvements throughout the County. Revenue generated by Measure L is administered by the Stanislaus Council of Governments (StanCOG) and is dedicated to voter-approved transportation priorities, including:
• Local street and road repair and maintenance
• Regional transportation connectivity improvements
• Congestion relief projects
• Transit capital and operational needs
As provided in the Ordinance, Measure L also established a Citizens Oversight Committee to ensure public accountability and transparency in the expenditure of these funds.
DISCUSSION
The Measure L Citizens Oversight Committee is composed of ten members who collectively represent the communities and interests of Stanislaus County. The Committee’s responsibilities are:
• Ensuring all transportation revenue collected from Measure L is spent in accordance with the Ordinance and Expenditure Plan;
• Holding public meetings, as necessary, regarding the expenditure and status of Measure L revenues;
• Reviewing independent annual audits of Measure L funds and the implementation of programs and projects identified in the Expenditure Plan; and • Issuing an annual written report to the StanCOG Board regarding its findings on compliance with the Ordinance and Expenditure Plan.

BACKGROUND
The City of Oakdale Council Chamber serves as the central venue where elected officials conduct the City’s legislative and policy-making business. It provides a transparent, accessible environment for deliberation, decision-making, and public participation, ensuring that the community's needs and priorities are addressed openly and accountably. While the Council Chamber continues to support City functions, both its interior and exterior show significant signs of wear and age. Aside from periodic repainting, the building has not undergone substantial updates since the 1980s. The furnishings are outdated and at the end of their functional lifespan, indicating a clear need for replacement and modernization to ensure the space remains safe, professional, and welcoming for the community.
The exterior of the Chamber facility requires repainting to address fading, weathering, and visible deterioration.

Improvements to the exterior doors and the front of the building are also necessary. The exterior doors exhibit visible fading and rust. Repairing and repainting will improve appearance and durability. Recommend painting the doors black. The front steps, concrete entry pad, and associated railings require repair and repainting as well to address deterioration and ensure safety and compliance. Recommend painting the railing in black and the steps and entry pad in gray. In addition, a new entry overhang is proposed to provide weather protection and to enhance visual consistency with other City facilities, supporting a more cohesive municipal appearance.

An additional five (5) windows, showing signs of ageing, frame deterioration, and worn seals, need to be restored rather than replaced due to historical and architectural significance. Recommend white window frames with black molding.

Staff recommend addressing these exterior needs to help preserve the facility, improve appearance, and prevent further long-term degradation.
Interior improvements are also recommended to ensure the Council Chamber remains functional, accessible, and welcoming.

The existing Council Chamber furniture is outdated and no longer meets the Council's current operational needs. The existing Dias, original to the 1980s, is heavily worn and does not provide sufficient space for Council Members and Executive Staff. Replacing the Dias will improve ergonomics, accessibility, and overall operational efficiency. The new Dias will include an enclosed wall with removable access panels for electronics, a black laminate work surface, and a raised front wall for clean lines. Recommended color of Mahogany Sand. The podium will also be repaneled to match the Dias. The audience chairs are significantly worn, with multiple seats showing noticeable rips and tears.
Replacement is recommended to ensure a safe and professional public seating environment. Replacement chairs will feature three-inch foam seats in durable black marble fabric, with a satin black frame. Staff recommend replacing both the current Dias and the current audience chairs.

BACKGROUND
The City of Oakdale City Hall serves as the community's administrative and civic hub. It houses core departments, including the City Manager, City Council Services/Legislative Records Manager, and Human Resources, which provide day-to-day municipal services.

The aging condition of interior finishes has affected both usability and professional appearance.
After years of continuous use, multiple areas are showing significant deterioration:

BACKGROUND
The City of Oakdale needs to employ a contractor to provide chemical weed spraying and hazard abatement services for City-owned property throughout the City of Oakdale. In the past 15 years, this spraying has been performed by a contractor under a contract through the City’s Weed Abatement Program.
Clark Pest Control held the last abatement contract and is now on a month-to-month basis. As a result of its obsolescence, it was time to update the scope of work and solicit bids for a new contract.
The City solicited informal bids in October 2025, in which only four (4) bids were received.
DISCUSSION
There are approximately 50 locations throughout the City, of varying sizes, that are to be sprayed with pre-emergent (one time per year) with follow-up post-emergent spraying taking place on as needed basis. Staff approached three (3) separate companies requesting bids from each. We held a mandatory job walk on November 5, 2025, and five (5) contractors were present and the following four (4) bids were received:
CONTRACTOR PRICE (ANNUAL)
Clark Pest Control $49,452.00

FISCAL IMPACT
The annual contract amount is $49,452 for a period of twelve (12) months and is divided among eight (8) separate funds. Currently, for FY 25-26, the City has budgeted a total of $49,452 for Weed Abatement Services. The annual cost is broken down as follows:

LLMD Bridle Ridge East & West,

Water 645-4160-425003 $2,880
Storm 622-4150-425003 $3,000
TOTAL $49,452
It should be noted that the WWTP (Wastewater Treatment Plant) accounts for a significant portion of the proposed contract. This is due to State law requirements for maintenance standards, upon which the City’s permit to treat and dispose of wastewater depends.

CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Date: Monday, December 15, 2025
To: Mayor Bairos and Members of the City Council
From: Patrick Mondragon, Assistant to the City Manager
Reviewed by: Jerry Ramar, City Manager
Subject: Consider a Resolution Approving the Community Compliance Officer Position and Job Description
BACKGROUND
City staff have recognized the need to implement a new position that will encompass several different existing positions, providing service and support to all, as needed. This position will be titled Community Compliance Officer. The duties, responsibilities, and areas of support will include Code Enforcement and Water Conservation, Parking Enforcement, and assisting with property and evidence. All of these will be under the direction and supervision of an assigned Police Sergeant.
DISCUSSION
There are several factors that have signaled the need for this position. Currently, we only have one full-time Code Enforcement/Water Conservation Officer on staff to serve a city population of nearly 24,000 residents. We have had one Code Enforcement/Water Conservation Officer since we implemented the position in 2015. At this time, our population was roughly 21,000 residents. With increased developments (to include apartment complexes and both residential and commercial developments), our footprint has grown significantly, with a population increase of nearly 3,000 residents.
The City of Oakdale has always been very conservative with our personnel, recognizing that each employee represents a cost to the citizens. We strive to provide the best value and level of service that our community needs, while maintaining a conservative approach so that our revenue stays consistent and our general fund reserve level stays at 40%. We have long recognized the need for additional Code Enforcement/Water Conservation support, but at this time, City Staff believes it is necessary to implement a second position.
We believe this position will be advantageous because, in addition to providing additional code enforcement support, they will assist in addressing water conservation complaints.
They will also provide supplemental parking enforcement support and property and evidence support. This will give greater support and coverage when existing staff are on vacation, medical leave, or unavailable to work on certain days. This will allow for continuous, uninterrupted service in all areas.
By providing supplemental support to our property and evidence division, this position will receive training and be able to assist our one and only Police Service Coordinator, who, in addition to being in charge of all property and evidence, is also responsible for managing and maintaining the entire police vehicle fleet, and all that goes into that.

CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Community Compliance Officer Position and Job Description MEETING DATE: December 15, 2025
FISCAL IMPACT
The City of Oakdale is preparing to assume the California Department of Housing and Community Development (HCD) responsibilities here in Oakdale, as it pertains to mobile home parks. HCD currently provides oversight and enforcement over all mobile home units in Oakdale. However, in our opinion, they have not been performing adequately, resulting in hazardous living conditions. One particular problem area that we have been working with them on for more than two years now is the Loma Lane Mobile Home Park, where there are several code enforcement violations, poor living conditions, and fire and safety concerns. By the City of Oakdale taking oversight of these Mobile Home Parks, we will have greater authority to enforce the conditions at these Mobile Home Parks, and we will also generate income currently going to HCD, including permitting fees and tax revenues. We estimate this to be around $40,000 in annual revenue that will go to the City of Oakdale, rather than to HCD. This funding will offset the total cost of this new position.
The proposed salary range for the Community Compliance Officer is range 23. Below is a breakdown of the monthly salary amounts, by step.
Step A Step B Step C Step D Step E
$4,714.44 $4,931.45 $5,158.94 $5,404.39 $5,657.33
The top-end of this salary range would be approximately $67,887 per year. With the estimated $40,000 in revenue the City of Oakdale will receive by taking over HCD, the annual salary will be reduced to $27,887. Funds are available for this, with 75% from Fund 110 (General Fund) and 25% from Fund 645 (Water Operations).
RECOMMENDATION
Staff recommends the City Council adopt a Resolution approving the Community Compliance Officer Position and Job Description.

Subject: Recognized Obligations Payment Schedule (ROPS) for July 1, 2026 – June 30, 2027
BACKGROUND / DISCUSSION
ABx1 15 (the Dissolution Act) was enacted in late June 2011 as part of the FY 2011-12 State budget package and was held by the California Supreme Court to be largely constitutional on December 29, 2012. Under the Dissolution Act, each of California’s redevelopment agencies (Each a “Dissolved RDA”) was dissolved as of February 1, 2012, and cities and counties that formed the Dissolved RDAs, together with other designated entities, have initiated the process under the Dissolution Act to unwind the affairs of the Dissolved RDAs.
The Recognized Obligation Payment Schedule (ROPS) includes the bonded indebtedness of the former Redevelopment Agency and the reimbursement of City Staff time to administer the Dissolution of the Successor Agency. The funding is provided by Tax Increment revenues within the Former Redevelopment Agency boundaries. The ROPS will be forwarded to the Countywide Oversight Board and the State Department of Finance by February 1, 2026.
FISCAL IMPACT
There is no fiscal impact to the general fund.
RECOMMENDATION
Staff recommends that the City Council, as the Successor Agency, adopt a resolution approving the ROPS for submission to the Successor Agency Oversight Board and the State Department of Finance.
