Subject: Approve by Minute Order, Public Art Design Review Application “Stanislaus River” to be located on the Bordona’s Annex Building Wall on Lottie Street at First Avenue, with Conditions of Approval

BACKGROUND
The proposed project consists of a Public Art Design Review to allow for a mural to be painted on Lottie Street at First Avenue, on the Bordona’s Annex Building Wall in the alleyway, across from the Valley First Credit Union Parking Lot. The subject property is located within the Central Business District (CBD) General Plan Designation. This location on Lottie Street is downtown and well-trafficked. The mural would be plainly visible to people traveling Eastbound and Westbound on Lottie, Northbound on First Avenue and through the Valley First Credit Union Parking Lot. The downtown activity in the City of Oakdale, make this a prime location for public art displays.

DISCUSSION
On October 9, 2024, the Oakdale Planning Commission considered the design concept for the proposed mural. The Commission had a general consensus to move forward with the river design concept and encouraged Oakdale ARTS to bring the final design back to the Commission for consideration. OakdaleARTS (Applicant), has received authorization from Bordona’s Furniture and Appliances (Owner), for approval of the proposed “Stanislaus River” design.

On December 3, 2025 the Oakdale Planning Commission approved by Minute Order, Public Art Design Review Application “Stanislaus River” to be located on the Bordona’s Annex Building Wall on Lottie Street at First Avenue, with Conditions of Approval. The proposed Mural is 80 feet wide by 17 feet tall and features a painting of the Stanislaus River, brightly painted flowers, a canoer, birds, fish, and animals highlighting the activity commonly seen near the river. OakdaleARTS hired Muralist and Local Artist, Lindsey Wetenkamp, to complete the mural. OakdaleARTS indicated that the mural would take approximately 2 weeks, to complete and the commence date is dependent upon funding.

2030 General Plan
The land use designation is Central Business District (CBD) per the 2030 General Plan.

The 2030 General Plan states, “The CBD designation accommodates a unique mix of retail, service commercial, entertainment, restaurant, lodging, office, civic, and potential upper floor residential uses. This designation is applied within or near the Downtown District, and is intended to promote a pedestrian-oriented and active street environment, as well as enhance historic character.” (City of Oakdale 2030 General Plan, Page LU10). 26 CITY OF OAKDALE

Furthermore, the project location is identified in the General Plan as being within the “Downtown Corridor” area which is “the central intersection in Oakdale, carrying significant volumes of local and regional traffic.” (City of Oakdale 2030 General Plan, Page LU-36). As such, City staff is of the position that the proposed mural is consistent with the City’s 2030 General Plan.

Subject: Introduction and Waive the First Reading of an Ordinance Amending Chapter 7 of the Oakdale Municipal Code, Adopting the 2025 Building Codes with Local Amendments

BACKGROUND
Building codes are adopted every three years; our last adoption was in 2019. With the advent of the International Building Code, the state Building Standards Commission (BSC) incorporates the International Code into the California Building Code (CBC). The BSC has since adopted the International Building Code by reference and has set January 1, 2026, as the implementation of its enforcement statewide.

DISCUSSION
Local jurisdictions under the authority of Health and Safety Code section 17958 may amend state codes as they relate to local climatic, geological, or topographical conditions. We have prepared local amendments to the California Building Code for your review and consideration for adoption into the Oakdale Municipal Code. The amendments to the state codes are required to be made after making expressed findings. You will find these at the beginning of the ordinance documents.

Significant Code Changes.

The California Building Standards Commission adoption of the 2025 Code comes after a comprehensive multi-state agency and stakeholder update of the 2022 Building Code.

The objective is to produce a practical building code that ensures public safety while implementing the most efficient technology available to conserve the state’s natural resources and energy use. California’s building code is applicable to virtually every commercial and residential structure in the state.

The new 2025 California Building Standards Code contains 13 parts that incorporate public health, life safety, and general welfare standards for the design and construction of buildings in California. These parts incorporate the latest national standards in the International Building, Residential and Fire Codes, California Green Building Code, California Energy Code, National Electrical Code, and the Uniform Mechanical and AGENDA ITEM 10.1

Plumbing Codes. Along with the usual Energy and Green code updates, below are a few noteworthy updates:

A. Tightened Energy & Sustainability Standards. The 2025 Energy Code (Part 6) raises the bar for energy efficiency—requiring heat pumps without auxiliary heating/gas backup, improved window U-factors, better wall assembly performance, and enhanced ventilation—especially for single-family dwellings.

B. Reinforced Exterior Wall Continuity. CBC Section 705 introduces stricter rules for engineering continuity of fire-resistance-rated exterior walls, especially where they intersect with floors or roofs.

C. Enhanced Fire Protection for Stairway Exterior Walls. New CBC Section 1023.7.2: Stairway exterior walls rising above a low roof require either:
a. One-hour-rated protection for 10 ft above the roof, or b. A one-hour-rated roof with 45-minute rated openings within 10 ft of the stairway wall.

D. Expanded EV Charger Requirements. Single-family, multifamily, and nonresidential buildings now have stricter electric vehicle (EV) charging mandates:
a. All single-family residences must include a specified percentage of Level 2 EV charger receptacles.
b. Offices, manufacturing facilities, and other non-residential structures must also meet minimum EV charging thresholds, with alternative compliance via power allocation methods

FISCAL IMPACT
There is no fiscal impact to the City.

RECOMMENDATION
Staff recommend that the City Council introduce and waive the first reading of an Ordinance adopting the 2025 Building Code with local amendments.

c) The codes are to stay relevant with technological advances and consumer needs.

NOW, THEREFORE, for the above reasons taken individually and cumulatively and in accordance with the authority granted in sections 17958.5 and 17958.7 of the California Health and Safety Code, the Council of the City of Oakdale expressly finds that there are local climatic and topographical conditions that make the increased requirements set forth in this Ordinance reasonably necessary.
