Subject: Consider a Resolution Authorizing the City Manager to Execute an Agreement with Dynamic Pavement, Inc. for the Valley View Drive – Well No. 3 Paved Access Path Project in the Amount of $24,000 to be Funded from Water Capital Replacement Fund 644.
BACKGROUND
The City of Oakdale conducts daily inspections of all eight (8) municipal water wells. Well No. 3 is located near the Burchell Hill subdivision and is accessed from Valley View Drive.
The Burchell Hill subdivision was developed more than 20 years ago; however, the access road to Well No. 3 has not been fully improved into a permanent, safe pathway for City vehicles or pedestrians. The current pathway consists of gravel and dirt, which makes it difficult for maintenance vehicles to access the site and results in additional wear and tear. The loose gravel also spreads onto nearby sidewalks, creating potential safety concerns for pedestrians and increasing the risk of debris entering the stormwater system.
To improve access and safety, the Public Works Department issued an informal bid to construct a permanent asphalt pathway. The proposed project includes paving approximately 6,720 square feet with a 12-foot-wide, 3-inch-thick asphalt surface, providing a more durable, safer, and easier-to-maintain access route.
Dynamic Pavement, Inc. was selected as the lowest responsive bidder with a total bid amount of $24,000. This project will provide a reliable, cleaner access path to Well No. 3 and Valley View Park, benefiting City staff and residents by improving safety and longterm maintenance.
DISCUSSION
The Public Works Department posted an informal bid for the Valley View Drive – Well No. 3 Paved Access Path Project, and a total of nine (9) bids were received. Dynamic Pavement, Inc. submitted the lowest responsive bid at $24,000.

SUBJECT: Valley -View Well 3 Paved Access Path
MEETING DATE: February 17, 2026
Dynamic Pavement, Inc. met all project requirements and specifications, which include scarifying and recompacting six (6) inches of existing soil and rock, grading existing soils at a two percent (2%) slope from north to south, and paving approximately 6,720 square feet with a 3-inch-thick hot mix asphalt (HMA) surface. The pavement will be 12 feet wide throughout, including the pathway and court access areas, with backfilling and recompacting of edges once paving is complete.
Based on pricing, experience, and overall responsiveness, staff believe Dynamic Pavement, Inc. offers the most cost-effective and qualified option for this project and recommends proceeding with the award.
FISCAL IMPACT
Funding for this project will be made from Water Capital Replacement Fund 644 in the amount of $24,000. There will be no impact on the General Fund.
RECOMMENDATION
Staff recommends that the City Council adopt a Resolution authorizing the City Manager to execute an agreement with Dynamic Pavement Inc. for the Valley View Drive – Well No. 3 Paved Access Path Project in the amount of $24,000, to be funded by Water Capital Replacement Fund 644.

Subject: Consider a Resolution Authorizing Staff to Purchase a 2026 Ford F350 From Haidlen Ford for $60,020.00 and Outfit the Vehicle with Emergency Equipment Utilizing Jay’s Tires for $47,371.92 for a Total Amount of $107,391.92 to be Funded from Fire Equipment
Replacement Fund 532 and Declare the 1997 Ford F-250 #49779 as Surplus.
BACKGROUND
A structured and well-planned fleet replacement program is essential to the Fire Department’s ability to provide reliable and effective emergency services to the community. Fire apparatus and support vehicles must be dependable and immediately available to ensure a timely response to emergencies. Without clearly defined replacement timelines and identified funding sources, the Department risks operating aging, unreliable equipment that could compromise readiness and service delivery. Older, unreliable vehicles place significant strain on Fire Department operations by increasing demands on personnel time, maintenance resources, parts inventories, and repair budgets. Most importantly, unreliable equipment creates the risk of delayed or failed responses, directly impacting public safety. An effective fire apparatus and fleet replacement program is built on two key components: a clear methodology for identifying vehicles that should be replaced, typically based on age, condition, and usage, and a funding strategy that ensures sufficient resources are available to replace vehicles when they reach the end of their useful service life.
DISCUSSION
The City of Oakdale currently owns a 1997 Ford F-250 with approximately 99,795 miles that has been used in support of City and Fire Department operations. Due to its age and condition, the vehicle has reached the end of its useful service life and has become increasingly expensive, unreliable, and difficult to maintain, making continued operation neither cost-effective nor operationally dependable. To ensure reliable service delivery and maintain fleet readiness, staff recommends replacing this vehicle with a new 2026 Ford F-350 and declaring the 1997 Ford F-250 #49779 surplus for disposal in accordance with City policy and in a manner approved by the City Manager. Haidlen Ford has provided a quote of $60,020.00 for the purchase of the replacement vehicle, and Jay’s Tires has provided a quote of $47,371.92 to outfit the vehicle with emergency equipment, for a total project cost of $107,391.92. The replacement vehicle will provide a more reliable, efficient, and cost-effective platform to support City and Fire Department operations.

CITY COUNCIL STAFF REPORT

Subject: Consider a Resolution Authorizing the Purchase and Installation of (1) Challenger 4115XFO 15,000 lb 4-Post Lift and (2) Challenger 7,500 LB Rolling Lift Jacks in the Amount of $29,938.35 to be Funded by Fleet Capital Outlay Fund 570 and to Surplus (1) Ammco 12,000 lb. 4-post Rack.
BACKGROUND
The City of Oakdale Fleet Division is responsible for servicing and maintaining a wide range of City vehicles and equipment necessary to support daily municipal operations. In calendar year 2024, the Fleet Division serviced a total of 236 vehicles, underscoring the importance of maintaining reliable and safe shop equipment.
One of the primary pieces of equipment supporting these operations is an Ammco 12,000- pound four-post vehicle lift, which has been in service for many years and has historically met the operational needs of the Fleet Division. However, over the past year, the lift has developed a hydraulic fluid leak in the cylinder that raises and lowers the platform.
Staff conducted extensive research to identify a replacement hydraulic cylinder or to have the existing component rebuilt. This effort included contacting manufacturers, suppliers, and service providers. As a result of this investigation, it was determined that the required parts are obsolete and no longer available, and rebuilding the existing component is not feasible. Continued operation of the lift under these conditions presents an increasing safety risk to Fleet staff, including the potential for equipment failure during vehicle lifting operations. For these reasons, staff has determined that replacement of the lift is necessary.
DISCUSSION
Based on the findings above, staff recommends removing and replacing the existing Ammco 12,000-pound four-post lift with a Challenger 4115XFO 15,000 lb. four-post lift.
The replacement provides increased capacity to accommodate the City’s current fleet vehicles and offers a safer, more reliable working environment for Fleet Division staff.
Pricing was obtained through Sourcewell, a competitively solicited cooperative purchasing program that satisfies public procurement requirements. The Sourcewell package includes (1) Challenger 4115XFO lift, (2) Challenger RJ7.5 7,500-pound rolling lift jacks, and removal and installation services provided by O’Reilly’s Auto Parts. The total cost for the equipment and installation is $29,938.35, and the new lift and jacks include a one-year limited warranty.

This allowed us to serve almost 700 meals to seniors and their friends/families over the last 6 months. • Starting in February, the Alzheimer’s Association will teach classes at the senior center on how to prevent Alzheimer’s and Dementia, and how to care for people who are battling it.
• Another senior center dinner will be happening in the next few months; the theme will be “Summer BBQ.” The meal will be catered, we will have dessert, entertainment and raffle baskets.
Recreation
• Evening classes at the Senior Center include quilting class, Community Band rehearsal, Dance Band rehearsal, widowers support group, Valley Art Association, and Zumbini classes.
• Recreation classes we offer are: Tennis lessons for beginners and intermediate, Pickleball lessons for beginners and intermediate, and Zumbini (a Caregiver – child music and movement class).
• The Recreation Department is starting to plan a 4th of July event that will be a free family-friendly parade and festival on Saturday, July 4th – more details to come!
