1. CALL TO ORDER:
Mayor Bairos called the meeting to order at 6:30 p.m.
2. COUNCIL MEMBERS PRESENT/ABSENT:

3. Pledge of Allegiance

Jeff Cavanaugh with Calvary Chapel Oakdale provided the invocation.
Presentations/Acknowledgements
5.1 Recognizing Oakdale Jr. High School Colorguard: 2026 Central Valley Guard and Percussion First Place at Championships and Oakdale High School Colorguard: 2026 Central Valley Guard and Percussion SRAA First Place and Shirlee Whitcomb Awardee.
Mayor Bairos and the Members of the City Council recognized the Oakdale Junior High School Cologuard and Oakdale High School Colorguard.
5.2 Proclamation Declaring May 17, 2026 - May 23, 2026 National Public Works Week.
Mayor Bairos and the Members of the City Council presented a Proclamation for National Public Works Week.
5.3 Stanislaus County Behavioral Health Presentation.
Stanislaus County Behavioral Health and Recovery Services provided a PowerPoint Presentation on Opioid and Suicide Impacts Oakdale and Prevention Efforts.
6. Additions / Deletions.
There were no additions or deletions to the agenda.

8. Appointment to Boards, Commissions, Committees
City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.7. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of April 20, 2026.
9.2 Receive and File the Warrant List for April 13 - April 28, 2026.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4 Accept the March Treasurer's Report.
9.5 Adopt a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District 2007-01 (Public Safety), Annexation No. 22 for the Lariat Subdivision.
9.6 Adopt a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District 2015-01 (Maintenance Services), Annexation No. 10 for the Lariat Subdivision.
9.7 Adopt a Resolution Authorizing Acceptance of the Southwest Downtown Safe Routes to School Project in the Amount of $5,722,447.06 and Authorize the Filing of a Notice of Completion.

To approve Items 9.1 through 9.7 on the City of Oakdale City Council May 4, 2026, Consent Agenda.
Moved by Council Member Kettering, and seconded Council Member Pitassi PASSED this 4th day of May 2026, by the following vote:

11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Kroeker Public Works for the B St, Jeremy and Linda Court Improvements in the Amount of $561,382.24 and Authorize $56,138.00 for Construction Engineering and Inspection Services and $56,138.00 for Contingency for a Total Project Budget of $673,658.24 to be Funded from Measure L Fund 222, Water Capital Replacement Fund 644 and Sewer Capital Replacement Fund 621 - CP2601.

Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment: There being no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2026-040, authorizing the City Manager to execute an agreement with Kroeker Public Works for the B St, Jeremy and Linda Court Improvements in the amount of $561,382.24 and authorize $56, 138.00 for Construction Engineering and Inspection Services and $56, 138.00 for Contingency for a total project budget of $673,658.24 to be funded from Measure L Fund 222, Water Capital Replacement Fund 644 and Sewer Capital Replacement Fund 621 - CP2601.
