CITY COUNCIL STAFF REPORT
SUBJECT: Consideration of Tree Removal Request: 380 Applegate Dr & 346 Carriage Ln MEETING DATE: May 18, 2026
Subject Tree 2
The Valley Oak Tree sits in the front yard, next to the house and along the walkway. The Northern Red Oak Tree sits on the northeastern corner of the property, near the road and an irrigation box. See Attachment A – Tree Photographs.

DISCUSSION
Per the Tree Preservation Ordinance, oak trees and significant trees (any tree with a diameter of 24 inches or greater at a height of three (3) feet) must receive City Council approval in order to be removed. Section 36-28(4)(D) of the City’s Tree Ordinance provides the criteria used to evaluate requests for tree removal. The removal of oak and significant trees requires City Council approval prior to being removed.

The criteria in the Tree Preservation Ordinance applicable to this request include:
(1) “The condition of the oak or significant tree with respect to its general health, status as a public nuisance, danger of falling, proximity to existing or proposed structures, interference with utility services, and its status as host for a plant, pest or disease endangering other species of trees or plants with infection or infestation.” Subject Tree 1 is located in the front yard of the property, next to the front walkway. Staff conducted a site visit to the subject property on Thursday, April 30, 2026 and noted that the tree roots were visible, and were causing the cement walkway to be lifted in several areas. There was also evidence of previously grinding on the walkway from other lifted 27 CITY OF OAKDALE

portions of the walkway. The arborist’s report also noted that the roots were compromising the irrigation, landscape and concrete and recommended removal of the tree.

Subject Tree 2 is located on the northeast corner of the property, next to the street and an irrigation box. Staff conducted a site visit to the subject property on Thursday, April 30, 2026 and noted that there was a substantial crack in the curb, gutter and street caused by the tree roots, as well as deformation of the fence located next to the tree. The arborist’s report also notes possible issues with the irrigation and concrete around the tree and recommended removal of the tree.
(2) “The number, species, size and location of existing trees in the area and the effect of the requested action on shade areas, air pollution, historic values, scenic beauty and the general welfare of the City as a whole.” While the subject trees provide shade, they do not significantly affect the City’s historical values, scenic beauty, or general welfare due to their locations. The Carriage Lane Community Association already has multiple other trees and foliage in the front yards of both locations, so the City is not requiring replacement trees to be planted.

RECOMMENDATION
Staff recommends by Minute Order that the City Council approve the request to remove two (2) Oak Trees located within the Carriage Lane Community Association, at 380 Applegate Drive and 346 Carriage Lane, identified in Attachment A.

Subject: Consider a Resolution Authorizing the City Manager to Execute an Agreement with DR Pipeline Inc. for the North 5th Ave Sewer Main Replacement Project in the Amount of $129,472 and Authorizing Construction Engineering in the Amount of $12,947 and a Contingency in the Amount of $ 12,947 for a Total Project Budget of $155,366 to be Funded from Sewer Capital Replacement Fund 621, CP2622.

BACKGROUND
The City of Oakdale is proposing improvements to the sanitary sewer system along the 500 block of North 5th Avenue. The project consists of replacing approximately 474 linear feet of existing deteriorated concrete sewer main with new 8-inch SDR 26 (plastic pipe).

As part of the improvements, sixteen (16) existing sewer laterals will be realigned and extended to the back of the sidewalk, with a new 4-inch cleanout installed at each. Minor concrete patching may be required at select locations to accommodate the cleanout installations.

The project also includes upgrades to existing sewer structures. Two manholes located at A Street and B Street will be adjusted to align with the new main, and two existing inspection holes will be removed and replaced with shallow manholes to improve access for maintenance operations. The scope includes all required work to ensure the sewer system is fully functional upon completion.

AGENDA ITEM 11.1

City Council Staff Report (Continued)
SUBJECT: North 5th Ave Sewer Main Replacement Project
MEETING DATE: Monday, May 18, 2026

DISCUSSION
The existing sewer main along the 500 block of North 5th Avenue has reached the end of its useful life and has significantly deteriorated, resulting in its inclusion on the City’s sewer trouble list. The pipeline contains U-shaped sags or bellies that create low points where water and solids accumulate, restricting proper flow and increasing the likelihood of maintenance issues.

Citywide, the Public Works Department has identified over 20,000 linear feet of sewer lines classified as trouble areas. Replacement of the subject sewer main will remove approximately 500 linear feet from this list, improving system reliability and reducing ongoing maintenance demands. Replacing the sewer main on North 5th Avenue will also help facilitate a future street rehabilitation project anticipated for the summer/fall of 2027.

The City issued an informal bid for the project and received a total of nine bids. The low bidder declined to proceed with the work; therefore, the project was evaluated based on the next lowest responsive bidder. DR Pipeline, Inc. submitted the second-lowest bid of $129,472.

FISCAL IMPACT

CITY COUNCIL RESOLUTION 2026-___

A RESOLUTION OF THE CITY OF OAKDALE CITY COUNCIL CONSIDER A

RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH DR PIPELINE INC. FOR THE NORTH 5TH AVE SEWER MAIN REPLACEMENT PROJECT IN THE AMOUNT OF $129,472 AND AUTHORIZING CONSTRUCTION ENGINEERING IN THE AMOUNT OF $12,947 AND A CONTINGENCY IN THE AMOUNT OF $ 12,947 FOR A TOTAL PROJECT COST OF $155,366 TO BE FUNDED FROM SEWER CAPITAL REPLACEMENT FUND 621 CP2622.

WHEREAS, the City of Oakdale is proposing improvements to the sanitary sewer system along the 500 block of North 5th Avenue, including replacement of approximately 474 linear feet of deteriorated concrete sewer main with new 8-inch SDR 26 plastic pipeline; and,
WHEREAS, the project includes realignment and extension of sixteen (16) sewer laterals to the back of the sidewalk, installation of new 4-inch cleanouts, minor concrete patching, and upgrades to existing sewer structures, including manholes and replacement of lamp holes with shallow manholes; and,
WHEREAS, the existing sewer main has reached the end of its useful life and is included on the City’s sewer trouble list due to structural deficiencies and U-shaped sags that restrict proper flow; and

WHEREAS, replacement of this segment will improve system reliability and remove approximately 500 linear feet from the City’s inventory of deficient sewer lines; and WHEREAS, replacing the sewer main on North 5th Avenue will also help facilitate a future street rehabilitation project anticipated for the summer/fall of 2027; and WHEREAS, the City issued an informal bid for the project and received nine (9) bids, and the low bidder declined to proceed; and
WHEREAS, DR Pipeline, Inc. is the next lowest responsive bidder and submitted a bid in the amount of $129,472; and
WHEREAS, the project will be funded through Sewer Capital Replacement Fund 621, CP2622, and will have no impact on the General Fund.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Oakdale does hereby authorize the City Manager to execute an agreement with DR Pipeline Inc. for the North 5th Ave sewer main replacement project in the amount of $129,472 and authorizes construction engineering in the amount of $12,947 and a contingency in the amount off $12,947 for a total of $155,366 to be funded from Sewer Capital Replacement Fund 621, CP2622.
