CALL TO ORDER:
Mayor Bairos called the meeting to order at 6:30 p.m.
2. COUNCIL MEMBERS PRESENT/ABSENT:

3. Pledge of Allegiance
Mayor Bairos led the pledge of allegiance.
4. Invocation
Jeff Cavanaugh with Ryan Poling of The River Christian Community provided the invocation.
Presentations/Acknowledgements
5.1 Recognizing Oakdale High School Varsity Girls Soccer Team: 2025-2026 Undefeated Valley Oak League Champions, 2026 CIF Sac-Joaquin DIV Section Champions and 2026 CIF State Northern Regional Finalist.
Mayor Bairos and the Members of the City Council recognized the Oakdale High School Varsity Girls Soccer Team.
5.2 Recognizing Don Rise and Winnie Mullins Area Agency on Aging District 2 Senior Awardees.
Mayor Bairos and the Members of the City Council recognized Don Rise and Winnie Mullins.
5.3 Proclamation Declaring May as Older Americans Month.
Mayor Bairos and the Members of the City Council presented a Proclamation for Older Americans Month.

There were no additions or deletions to the agenda.
Public Comments
Mayor Bairos opened public comment.
Oakdale Library provided a summary of the June actives at the Oakdale Library.

9. City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.6. Unless there is discussion by a member of the audience/Council they may be approved in one motion.
9.1 Approve the Regular City Council Meeting Minutes of May 4, 2026.
9.2 Receive and File the Warrant List for April 29 - May 10, 2026.
9.3 Waive all readings of Ordinances and Resolutions, except by Title.
9.4. Approve Request to Remove Two (2) Oak Trees Located within the Carriage Lane Community Association.
9.5 Reject Claim for Damages by Robert Banyamini.
9.6 Approve Co-Sponsored Special Event Application Submitted by Oakdale Lions Club to Hold Annual Spirit Thanksgiving Dinner at the Gene Bianchi Community Center on November 26, 2026.

11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with DR Pipeline Inc. for the North 5th Ave Sewer Main Replacement Project in the Amount of $129,472 and Authorizing Construction Engineering in the Amount of $12,947 and a Contingency in the Amount of $12,947 for a Total Project Cost of $155,366 to be Funded from Sewer Capital Replacement Fund 621, CP2622.
Public Services Manager Lopez provided a PowerPoint presentation.
Staff responded to questions from the City Council.
Mayor Bairos opened the item for public comment: There being no public comment, Mayor Bairos brought the item back to the City Council and asked for a motion to be made.

Adopt City Council Resolution 2026-041, authorizing the City Manager to execute an agreement with DR Pipeline Inc. for the North 5th Ave Sewer Main Replacement Project in the amount of $129,472 and authorizing Construction Engineering in the amount of $12,947 and a Contingency in the amount of $12,947 for a total project cost of $155,366 to be funded from Sewer Capital Replacement Fund 621, CP2622.
