7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

10. Public Hearings
10.1 Consider a Resolution Approving the Water Rate Increases Pursuant to Proposition 218 Based on the Water Rate Study Conducted by Tuckfield & Associates, Following the Hearing.
10.2 Introduction and Waive the First Reading of an Ordinance Amending Chapter 19 of the Oakdale Municipal Code Adding Section 19.67 Related to Unsafe Operation of Bicycles and Motorized Devices.
11. Staff Reports
11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with DR Pipeline Inc. for the School Avenue Water Main Replacement Project in the Amount of $124,350 and Authorizing Construction Engineering in the Amount of $12,435 and Contingency in the Amount of $12,435 for a Total Project Budget of $149,220 to be Funded from Water Capital Replacement Fund 644, CP2621.
