7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.4 Adopt a Resolution Calling for a Municipal Election to be Held on Tuesday, November 3, 2026, for the Mayor and Two Council Members as Required by the Provision of the Laws of the State of California Relating to General Law Cities and Request Consolidation of Said Election with the Statewide General Election.

9.7 Adopt a Resolution Authorizing the Addition of Standard Drawing 7-B, Microtrenching Detail to the 2025 City of Oakdale Improvement Standards.
9.8 Second Reading of Ordinance 1300 Amending Chapter 19 of the Oakdale Municipal Code Adding Section 19.67 Related to Unsafe Operation of Bicycles and Motorized Devices.
9.9 Adopt a Resolution Approving a List of Projects for Fiscal Year 2026/2027 to be Funded by SB1 Road Repair and Accountability Act of 2017.
9.10 Approve by Minute Order, Public Art Design Review Application “Grand Floral” to be Located at 150 South Second Avenue.
9.11 Adopt Resolutions Initiating Landscape and Lighting Maintenance District Assessments for the Bridle Ridge Subdivision for Fiscal Year 2026/2027.

9.13 Adopt Resolutions Initiating Landscape and Lighting Maintenance District Assessment for Burchell Hill for Fiscal Year 2026/2027.

10. Public Hearings
10.1 Consider the Proposed Annexation of the Lariat Subdivision (Annexation No. 22) into City of Oakdale Community Facilities District No. 2007-1 (Public Safety Services) and the Levy of Special Taxes within the Annexation Area; and Consider Adoption of the Resolutions Ordering the Annexation, Authorizing the Levy of Special Taxes Subject to Voter Approval, Declaring the Results of the Special Annexation Election, Validating Prior Proceedings, and Directing the Recording of an Amended Notice of Special Tax Lien.

10.4 Introduction and Waive the First Reading of an Ordinance Amending Chapter 30 of the Oakdale Municipal Code Adding Article VI Related to Encroachments in the Public Right-of-Way.
10.5 Consider a Resolution Adopting the City’s 2023-2031 Housing Element of the City of Oakdale General Plan.
10.6 Consider a Resolution Adopting the 2025 Urban Water Management Plan and Water Shortage Contingency Plan.
11. Staff Reports
11.1 Consider a Resolution Approving the Preliminary Budget for Fiscal Year 2026-2027.
11.2 Consider a Resolution Authorizing the Purchase and Installation of Dispatch Center Computer Monitors by Mid-Valley IT for $2,147.04 each, for a Total of $13,997.13, Using Police Equipment Replacement Fund 545.
