7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 30 minutes will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.5 Second Reading of Ordinance 1301 Amending Chapter 30 of the Oakdale Municipal Code Adding Article VI Related to Encroachments in the Public Right-of-Way.
9.6 Adopt a Resolution Authorizing Acceptance of the East A Street ADA Ramp Project in the Amount of $50,035 and Authorize the Filing of a Notice of Completion.

10.6 Introduction and Waive the First Reading of an Ordinance Adding Chapter 38 Smoke Shop Regulations into the Oakdale Municipal Code and Adding Article IV Tobacco Retailer License Limitation Section 24 to Chapter 16 License, Related to Establishing Regulatory Oversight of Smoke Shop Businesses.

11. Staff Reports
11.1 Consider a Resolution Authorizing the City Manager to Execute an Agreement with RP Landscaping for the Oakdale Fire Staton #28 Building Landscaping Project in the Amount of $37,165 and a 10% Contingency in the Amount of $3,716 for a Total Project Budget of $40,881 to be Funded from Facility Maintenance Fund 540, CP2326.
11.2 Consider a Resolution Authorizing the City Manager to Execute an Agreement with United Pavement Maintenance for the North 8th Avenue Utility Improvements Project in the Amount of $389,321.39 and Authorizing $39,832.00 for Construction Engineering Inspection Services and $50,000.00 for Contingency for a Total Project Budget of $488,159.39 to be Funded from Water Capital Replacement Fund 644 and to Appropriate Funds from Sewer Capital Replacement Fund 621 and Measure L Fund 222 - CP2406.
11.3 Consider a Resolution Authorizing Staff to Enter into an Agreement with Ralph Andersen & Associates for Executive Recruitment Services in Support of the Finance Director Position in the Amount of $26,500.
11.4 Consider a Resolution Accepting Grant Funding in the Amount of $190,300 from the State of California Highway Patrol Cannabis Tax Grant Program for DUI Enforcement.
