CALL TO ORDER:
Mayor Pro Tem Gilbert called the meeting to order at 6:31 p.m.

Steve Neubaum of LifePoint Church provided the invocation.
Presentations/Acknowledgements
5.1 Recognizing Nellaka Matthews for her Eagle Scout Accomplishments.
Mayor Pro Tem Gilbert and the Members of the City Council recognized Nellka Matthews.
Additions / Deletions.
There were no additions or deletions to the agenda.
7. Public Comments
Mayor Pro Tem Gilbert opened public comment. The following spoke during public comment Oakdale Library provided a monthly update on activities at the Oakdale Library.
Greg Pagani thanked City Staff for keeping the event safe and thanked the Community for this Pride event.
Mary Buchanan introduced herself to the Council as she is running for one of the open City Council seats in the upcoming November 3, 2026 Election.
There being no further public comment, the Mayor closed the public comment period.
8. Appointment to Boards, Commissions, Committees
City Council Consent Agenda
The consent agenda is comprised of Items 9.1 through 9.7. Unless there is discussion by a member of the audience/Council they may be approved in one motion.

9.2 Receive and File the Warrant List for July 15 - July 27, 2026.
9.3 Waive All Readings of Ordinances and Resolutions, Except by Title.
9.4 Second Reading of Ordinance 1302 Adding Chapter 38 Smoke Shop Regulations into the Oakdale Municipal Code and Adding Article IV Tobacco Retailer License Limitation Section 24 to Chapter 16 License, Related to Establishing Regulatory Oversight of Smoke Shop Businesses.
9.5 Approve Co-Sponsored Special Event Application Submitted by Oakdale Enrichment Society for the Veterans Day Parade and Ceremony on Wednesday, November 11, 2026.
9.6 Adopt a Resolution Authorizing the City Manager to Implement and Incorporate Approved Grant Funding in the Amount of $209,646 from the Regional Early Action Planning Grant Program (REAP 2.0) into the City's Fiscal Year 26/27 Preliminary Budget, Fund 224.
9.7 Reject Claim for Damages by Lois Kobayashi.

10. Public Hearings
10.1 Introduction and Wavie the First Reading of an Ordinance Amending Chapter 35, Article VI of the Oakdale Municipal Code, relating to the City's Water Conservation Program to Establish Permanent Water Use Efficiency Standards, Prohibitions on Water Waste, and Enforcement Provisions.
City Manager Ramar stated staff is requesting the Council take public comment and continue this item to the August 17, 2026 City Council meeting.
Mayor Pro Tem Gilbert opened the public hearing for public comment, there being no public comment. Mayor Pro Tem Gilbert brought the item back to the City Council and asked for a motion to be made.
MOTION
To continue the Public Hearing to the August 17, 2026 City Council Meeting.

11. Staff Reports
11.1 Consider a Resolution Adopting Application Fees, Annual Permit Fees, and Re- Inspection Fees for the Smoke Shop Permit Ordinance.
Lt. Stever provided a PowerPoint presentation.
Staff responded to questions from the City Council.
Mayor Pro Tem Gilbert opened the item for public comment: There being no public comment, Mayor Pro Tem Gilbert brought the item back to the City Council and asked for a motion to be made.
MOTION
Adopt City Council Resolution 2026-078, adopting application fees, annual permit fees, and re-inspection fees for the Smoke Shop Permit Ordinance.
Moved by Council Member Pitassi, and seconded Council Member Kettering PASSED this 3rd day of August, 2026, by the following vote:
