10.1 Continued from August 17, 2026 City Council Meeting:
An Ordinance Amending Chapter 30 Streets and Sidewalks of the Oakdale Municipal Code Adding Article VII Sidewalk Maintenance, Repair and Replacement.
Recommendation: Deletion to agenda, no further discussion or action.
10.2 Continued from August 17, 2026 City Council Meeting:
An Ordinance Amending Chapter 36 of the Oakdale Municipal Code Adopting the Religious Institution Overlay Zoning (RIO) and Housing Element Residential Overlay (HERO) to Implement the 2023-2031 Housing Element.
Recommendation: Deletion to agenda, no further discussion or action.
7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 1 hour will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.1 Approve the Regular City Council Meeting Minutes of September 8, 2026.
9.2 Receive and File the Warrant List for September 1, 2026 – September 14, 2026.
9.3 Waive All Readings of Ordinances and Resolutions, Except by Title.
9.4 Adopt Ordinance 1304 Amending Chapter 38 Section 7 Operational Requirements and 38 Section 8 Enforcement, Inspections and Penalties Related to Regulatory Oversight of Smoke Shop Businesses.
9.5 Adopt a Resolution Designating Telstar Instruments as the City of Oakdale’s Primary Supervisory Control and Data Acquisition (SCADA), Well Integration and Equipment Provider.
9.6 Adopt a Resolution Accepting $90,315.00 in Grant Funding from the U.S. Department of Justice, Eastern District of California, through the Project Safe Neighborhoods (PSN) Grant Program, to Support Specialized Law Enforcement Training, Proactive Enforcement Targeting Violent Crime and Gang-Related Activity, and the Purchase of Specialized Equipment.
9.7 Adopt a Resolution Approving the Stanislaus Pickleball Associations Proposed Locations for On-Site Storage Boxes at William A. Fish Park and Gilbert Park and Authorizing the Stanislaus Pickleball Association to Furnish the Boxes and Authorize City Staff to Assist with Installation.
9.8 Adopt a Resolution of Intention to Annex Additional Territory to City of Oakdale Community Facilities District No. 2007-01 (Annexation No. 23) Located on West Avenue at H Street, APN 130-008-079 and 130-008-080; Set Public Hearing for October 19, 2026; and District the Recording of the Annexation No. 23 Map.

11.1 Consider a Resolution Authorizing the Purchase of a Walker Mower – D21d Model in the Amount of $24,026.93 to be Appropriated in Parks Replacement Fund 549.
11.2 Consider a Resolution Authorizing the City Manager to Execute an Agreement with Green Valley Tree Services, Inc. for Tioga Road Tree Pruning and Removal in the Amount of $21,900 and a 10% Contingency in the Amount of $2,190 to be Funded by the Vineyards LLMD Fund 286 and Appropriate Funds in the Amount of $4,090 for a Total Project Budget of $24,090.
11.3 Consider a Resolution Authorizing the Purchase of a 2027 Ford F-150 Responder from Haidlen Ford for $54,367.68, Harris Mobile Radio from Daily-Wells for $7,704.89, and Outfit the Vehicle with Emergency Equipment Installed by Jay’s Tires for $25,450.48 for a Total Amount of $87,523.05 to be Funded from the CHP Cannabis Enforcement Grant 202 and Authorize the Purchase of an AXON Fleet Camera for $12,714.09 and Win11 Pro Tough Book Computer and Havis Docking Station from CDCE, Inc. for $5,825.25 for a Total Amount of $18,539.34 to be Funded from Supplement Law Enforcement Fund 203.
