7. Public Comments
Pursuant to Government Code section 54954.3, the City Council may adopt reasonable regulations to ensure that the business on the agenda can be conducted, therefore all members of the public will be given 3 minutes for their public comments. Individuals may not defer their time to another person. A maximum of 1 hour will be allotted for general public comment. For agenda items, a maximum of 30 minutes will be allotted for public comment on each specific agenda item. California law prohibits the City Council from taking action on any matter that is not on the posted agenda unless it is determined to be an emergency by the Council. All items will be referred to staff for follow-up and/or placed on a future agenda.

9.4 Approve by Minute Order Removal of One (1) Redwood Tree Located at 226 South 6th Avenue.
9.5 Review and Approve Employment Agreement for Public Services Director and Authorize the City Manager to Execute the Agreement.

10. Public Hearings
10.1 Conduct the First Public Hearing Under Elections Code §10010, Composition of Districts and Communities of Interest (Pre-Map Hearing 1).
10.2 Consider Adopting a Resolution to Approve Initial Study/Mitigated Negative Declaration (SCH No. 2026070729) and Associated Mitigation Monitoring and Reporting Plan, and Authorize Staff to File a Notice of Determination; and Consider Approving a Resolution Approving General Plan Amendment No. 2026-04, Amending the Land Use Designation for Property Located at 33 North Lee Avenue; and Introduce and Waive the First Reading of an Ordinance Approving and Adopting Rezone No. 2026-04 to Amend the Zoning Designation for the Property Located at 33 North Lee Avenue from Single Family Residential (R-1) to Planned Development (PD) No. 2026-04.
11. Staff Reports
11.1 Consider a Resolution Authorizing and Additional $75,000 for Continued Expansion of the Oakdale Animal Shelter Facility and Authorizing Staff to Complete North Side Dog Kennel and Related Site Improvements.
