RESOLUTIONACCEPTINGTHESELECTIONPANEL'SSLATEOFONEALTERNATEPOLICECOMMISSIONER(ANGELAJACKSON- CASTAIN)TOSERVEONTHECITYOFOAKLANDPOLICECOMMISSION.WHEREAS,OnNovember8,2016,OaklandvotersapprovedMeasureLL -
establishingaPoliceCommissionwith83.19%(137,032votes)infavorofthemeasure;andWHEREAS,MeasureLLestablishedCityCharterSection604whichcreatedaseven- memberPoliceCommissiontooverseetheOaklandPoliceDepartment'spoliciesandproceduresandtheCommunityPoliceReviewAgencythatinvestigatespolicemisconductandrecommendsdiscipline;and WHEREAS,CityCharterSection604(c)(2)requiredtheMayortoappointthreeOaklandresidentsasregularmembersoftheCommissionandoneOaklandresidentasanalternatememberandtosubmitthosenamestotheCityCouncilforapproval;andWHEREAS,CityCharterSection604(c)(3)establishedanine-memberSelectionPaneltoreviewapplications,interviewapplicants,andsubmitaslateoffourOaklandresidentsasregularmembersofthePoliceCommission,andoneOaklandresidentasanalternatemember,totheCityCouncilforapproval;andWHEREAS,TheinitialmembersofthePoliceCommissionwereacceptedbytheCityCouncilonOctober17,2017,andheldtheirfirstmeetingonDecember13,2017;andWHEREAS,TheinitialmembersofthePoliceCommissionservedstaggeredtermsoftwo,three,orfouryears;subsequentappointmentsservetermsofthreeyears;andforvacanciesthatoccurforreasonsotherthantheexpirationofaterm,theCommissionshallselectoneofthealternatestoreplacetheregularmemberforthatregularmember'sremainingtermofoffice;andWHEREAS,Mr.JesseHsiehwasnominatedbythePoliceCommissionSelectionPanelasanAlternatePoliceCommissionerandconfirmedbytheCityCouncilonMay18,2021,andelevatedtofullcommissionerbythePoliceCommissiononApril14,2022;and 2646873v7-updated03/2/2021
2 WHEREAS, Since Jesse Hsieh was a Selection Panel appointee, the Selection Panel has the responsibility of appointing another Alternate Police Commissioner to serve M r. Hsieh’s remaining term through October 16, 2022; now therefore be it
RESOLVED: That pursuant to City Charter Sections 604(c)(3) and 604(c)(8), the City Council hereby accepts M s. Angela Jackson- Castain as the Selection Panel’s Alternate Police Commissioner appointment to serve on the Police Commission through October 16, 2022.
