Increase is needed to begin capturing some of the real cost of resources required to administer this program including staff, equipment, and software subscriptions. The increase also allows staff to monitor compliance with OMC 15.34 ensuring NEF haulers have a fair and equitable opportunity, inspect haulers for compliance with NEF agreement requirements, and reduce illegal dumping. The increase will place Oakland in the middle range of similar fees charged by other jurisdictions.
