DATE: June 27, 2022TO: City Council and Members of the PublicFROM: Council President Nikki Fortunato BasSUBJECT: Corrections To The Equitable And ProgressiveBusiness Tax BallotMeasure Dear City Council Colleagues and Members of the Public, This memo provides information on corrections to The Equitable And Progressive Business TaxBallot Measure. City Finance Staff discovered technical errors and we are submitting thefollowing corrections:
1. In the section on Cannabis rates, the amended language brings in the current, voterapproved system of having a Council hearing to modify (lower) rates. This language wasnever properly published in the Oakland Municipal Code (OMC) online, and thislanguage will correct that error.2. In the section on residential rental exemption/reduction for certain owner-occupied units,“triplex” is added making this consistent with the existing language that sayssingle-family house with one OR TWO ADUs.3. In the section on due dates for taxes, the amended language keeps the due dates the sameas the current system, correcting the due date to January 2 each year.4. In the ballot question, the amended language updates the projected revenue increase. Theprior projection did not include the construction contractor healthcare incentive. Thecorrect revenue projection is $21.1 million.
