Date: October 6, 2022To: Members of City Council and Members of the PublicFrom: Vice Mayor KaplanRe: Appraisals For Proposed Homekey Project Dear Colleagues on the City Council and Members of the Public, Homelessness has long-termandserious consequences tothe healthandsafetyof thosewhoexperienceit, and are at risk of health problems including lifelong behavioral health challenges. In response to themountingchallenges aroundhomelessness, inJuly2020, California launchedthe StateHomekeyProgram, whichallocates fundingtolocal public agencies tobuyunderusedproperties anddevelopabroadrangeofhousingtypes. ToensureOaklandisinthebestpositionforsecuringfundinginthenextroundofHomekey, this resolutionappropriates andallocates upto$20,000fromtheBoomerangFundtoretainanindependentappraiser to appraise City land at 9418 Edes Avenue and 606 Clara Street intendedfor a possible futureproject under the Homekey Program.

Oakland is among the jurisdictions facingmultiple extraordinarychallenges whenit comes tomeetingitshousing needs, especially meeting the need for deeply affordable housing. As of the most recentpoint-in-time count fromFebruary2022, Oaklandhad5,055individualsexperiencinghomelessness,whichrepresents approximately 52% of the total homeless population in Alameda County.

The City’s top policy objective when surveying potential uses for city-owned land is utilizing land toaddress housingandshelter inequities. This resolutionaims tomeet that objectivebytakinganimportantstep to use city-owned land in proposed Homekey projects to build homeless housing.

The Oakland City Council previously adopted Resolution No. 89087 C.M.S. which authorized theinclusionof the value of City-ownedpublic landfor the purpose of the localmatchasapartofHomekeyapplications, permit the City Administrator to obtain appraisals of City-owned property intended forHomekeyprojects, anddedicatemultiplepublicly-ownedparcelstobeusedfordeeplyaffordablehousing.Including the land value of City-owned parcels as a part of the local match in the City’s Homekeyapplications will enhance the viabilityandcompetitivenessofapplications.Forthisreason, thisresolutionwould allocate funding for a third-party appraiser to appraise city land for a possible future Homekeyproject at9418 Edes Avenue and 606 Clara Street.

Thank you for your consideration,
