Date: October 20, 2022To: Members of City Council and Members of the PublicFrom: Vice Mayor KaplanRe: Homekey Site Preparation Documentation Dear Colleagues on the City Council and Members of the Public, In response to the mounting challenges around homelessness, inJuly2020, California launchedthe StateHomekey Program, which allocates funding to local public agencies to buy underused properties anddevelopa broadrange of housingtypes for unhousedresidents.ToensureOaklandisinthebestpositiontosecure fundinginthe next roundofHomekey,thisresolutionappropriatesandallocatesupto$45,000fromthe Affordable Housing Trust Fund to assist co-applicants with the City in obtaining site preparationdocumentationfor city-ownedlandat9418EdesAvenueand606ClaraStreetintendedforapossiblefutureproject under the Homekey Program.

Oakland is among the jurisdictions facing multiple extraordinary challenges when meeting its housingneeds, especially the need for deeply affordable housing. As of the most recent point-in-time count fromFebruary2022, Oaklandhad5,055individualsexperiencinghomelessness,whichrepresentsapproximately52% of the total homeless population in Alameda County.

The City’s top policy objective when surveying potential uses for city-owned land is utilizing land toaddress housingandshelter inequities. This resolutionaims tomeet that objectivebytakinganimportantstep to use city-owned land in proposed Homekey projects to build homeless housing.

The Oakland City Council previously adopted Resolution No. 89087 C.M.S. which authorized theinclusionof the value of City-ownedpublic landfor the purpose of the localmatchasapartofHomekeyapplications. This resolutionalsooutlineda number of steps the CityAdministrator maytake inorder toinclude that landvalueinHomekeyapplicationssuchasconductingindependentappraisalsanddedicatingparcels for deeply affordable housing. At the October 18th City Council meeting, the council allocatedfunding to retain an independent appraiser toconduct appraisals for specific city-ownedparcels at 9418Edes Avenue and606Clara Street. This resolutionbuilds onthat effort byallocatingadditionalfundsforsite surveys at these same locations which will be used for a future Homekey project.

Thank you for your consideration,
