RESOLUTION APPOINTING MAYO R SHENG THAO (TO REPLACE
FORMER MAYOR LIBBY SCHAAF ), REAPPOINTING COUNCIL
PRESIDENT NIKKI FORTUNATO BAS, AND APPOINTING
COUNCILMEMBER KEVIN JENKIN S (TO REPLACE FORMER
COUNCILMEMBER SHENG THAO) TO THE BOARD OF TRUSTEES OF
THE YOUTH VENTURES JOINT POWERS AUTHORITY TO
COMPLETE THE REMAINDER OF THE FOUR-YEAR TERM ENDING
MARCH 1, 2025
WHEREAS, on July 25, 2006 the Oakland City Council approved the Joint Powers Authority (“JPA”) creating the Youth Ventures Joint Powers Authority; and
WHEREAS, the JPA Agreement provides that the City Council may make five appointments to the Youth Ventures JPA Board of Trustees for terms of up to four years; and
WHEREAS, Section V1.A.4 of the JPA Agreement states that trustee terms shall be for 4 years, subject to replacement at any time by the appointing authority; and
WHEREAS, the City Council’s Rules of Procedures provide that “the President of the Council shall recommend appointments to regional and local boards and agencies, as appropriate, subject to confirmation by the Council”; and
WHEREAS, Council President Nikki Fortunato Bas recommends that Mayor Sheng Thao and Councilmember Kevin Jenkins be appointed to the Youth Ventures Joint Powers Authority Board of Trustees, and that she be reappointed for the remainder of the term; now, therefore, be it

RESOLVED: That Mayor Sheng Thao and Council member Kevin Jenkins are hereby appointed and Council President Bas is hereby r eappointed to the Youth Ventures Joint Powers Authority Board of Trustees for the remainder of the four-year term commencing on March 2, 2021 and ending March 1, 2025.
