RECOMMENDATION
Staff Recommends That The City Council Adopt A Resolution Awarding Grants To Seventeen (17) Oakland-based Nonprofit Organizations Providing Arts And Cultural Services In Oakland For Fiscal Year 2022-2023, Through “The Creative Economies Of Belonging: Jobs, Network, and Catalysts” Grant Opportunity, In A Total Amount Not To Exceed Four Hundred Fifty Thousand Five Hundred Dollars ($450,500)
REASON FOR SUPPLEMENTAL
At the January 23, 2023 Life Enrichment Committee meeting, the committee requested additional details regarding Teaching Artist activities funded through “The Creative Economies Of Belonging: Jobs, Network, and Catalysts” Grant Opportunity. The committee requested a list detailing where in the City of Oakland (City) the Teaching Artists are serving the Oakland Community, as well as outreach efforts made by City staff.
ANALYSIS
As detailed in the Agenda Report, on March 15, 2022, the City Council passed Resolution No. 89068 C.M.S. to accept and appropriate $500,000 in grant funds from the National Endowment for the Arts (NEA). These funds were awarded to the City through the Cultural Affairs Division to be used to create a new grant opportunity, “The Creative Economies of Belonging: Jobs, Network and Catalysts.”
The purpose of the grant is to support teaching artist positions that were furloughed or eliminated due to the COVID-19 pandemic. Teaching Artists play an essential role in the fabric of our cultural community - fostering and exposing Oaklanders of all ages and backgrounds to the power of art. In alignment with the City’s Cultural Plan1 “Belonging in Oakland: A Cultural 1 More information about the City of Oakland’s Cultural Plan is available on the City Website:

Development Plan,” this one-time regranting program aimed to provide limited resources to re- hire and rebuild jobs for Teaching Artists that foster social cohesion and civic belonging.
Attachment A includes a breakdown of all locations where this grant opportunity will provide community arts programming by the proposed Teaching Artists. These grants infuse Oakland’s neighborhoods with arts and cultural activities that increase exposure to, understanding of, and respect for diverse cultural heritages; support arts activities that engage the community; and support hands-on arts instruction in a variety of settings, including senior centers, public libraries, cultural centers, public parks, and schools. The list provided is based upon how the non-profit organization chose to utilize this grant, with some spreading the funds across all Teaching Artist locations, and others using grant funds to support activities at a specific location.
Process
The Cultural Affairs Funding Program currently has only one staff member, who is responsible for all duties associated with the Cultural Funding Program, including grant applications, public review panels, outreach, reporting, and grant contracting for 106 grantees this year alone. City staff works diligently to keep its mailing list and outreach efforts up to date. Outreach for this grant included posting on the City’s website and social media sites, including the Cultural Affairs Division Facebook Page. Email notices were sent to interested groups including past grantees, grant applicants and all parties that contacted staff for arts funding opportunities. An announcement was also shared with the Oakland Unified Arts Partners, a collective of program administrators, teaching artists, executive directors, district staff, and funders working to strengthen the arts education ecosystem through collaborative partnerships between local community arts organizations and Oakland Unified School District public schools. In total, staff estimates that it was able to outreach to over 1000 artists, schools and organizations. Staff conducted public workshops and one-on-one technical assistance meetings for prospective applicants prior to the application deadline.
In addition, an Open Call invited community members to serve on peer review in the Summer of 2022. Grant Review Panels took place on November 17, 2022 to discuss and evaluate applications in an open meeting where applicants had the opportunity to attend and address the panel with a three-minute statement via Zoom. Grant Review Panels were open to the public and accessible through a public Zoom link.
Grant applicants were asked to address the following narrative questions as a way to assess for the evaluation criteria:
1. Provide a brief mission statement and organizational history.
2. Describe the positions you are looking to fund and how these jobs build social connection via art education activities in face of the COVID-19 pandemic.
3. Describe your organization’s ability and commitment to promoting cultural and racial equity for Oakland and its residents.
4. Describe your arts education goals and rubrics. How does your program engage the goal of community belonging and participation?
Each application received was evaluated according to the following criteria:
1. Community Belonging and Engagement (25 points)
• Potential for funded positions to re-build social connection post-COVID G. Harold Duffey, Interim City Administrator
