RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO
EXECUTE AMENDMENT NO. 1 TO THE SEWER SERVICE CHARGES,
BILLING AND COLLECTION AGREEMENT OF JULY 1, 2013, BY AND
BETWEEN EAST BAY MUNICIPAL UTILITY DISTRICT (EBMUD) AND
THE CITY OF OAKLAND FOR A TERM OF TWO AND A HALF YEARS
FROM JANUARY 1, 2021 TO JUNE 30, 2023 IN ORDER TO IMPLEMENT
CUSTOMER ASSISTANCE PROGRAM PROVIDING SEWER SERVICE
FEE RATE REDUCTION FOR LOW-INCOME HOUSEHOLDS.
WHEREAS, on June 4, 2013, both the City and the District collectively entered into an Agreement for billing and collection of sewer charges for a period of 10 years; and WHEREAS, the City wants to implement the Customer Assistance Program (CAP) to assist low-income Oaklanders; and
WHEREAS, funding to pay for the first six (6) months of the program are currently budgeted in the General Purpose Fund (1010), Director’s Organization (30111), DP300 Administrative Project (1000010) to be transferred to a new project number TBD, and entering into this agreement will commit funding for future years from the General Purpose Fund; now, therefore, be it
RESOLVED: That that the City Administrator is hereby authorized to execute this Amendment to Sewer Service Charges, Billing and Collection Agreement of June 4, 2013 by and between East Bay Municipal Utility District (EBMUD) and the City of Oakland DEC 1 5 2028IN COUNCIL, OAKLAND, CALIFORNIA,
