OAKLAND CITY COUNCIL
RESOLUTION NO. 8 9 7 2 5 C.M.S.

INTRODUCED BY COUNCILMEMBER CARROLL FIFE

RESOLUTION COMMEMORATIVELY RENAMING MACARTHUR

BOULEVARD BETWEEN GRAND A VENUE AND VAN BUREN A VENUE
AS "TUPAC SHAKUR WAY" PURSUANT TO THE POLICY AND
CRITERIA ESTABLISHED BY RESOLUTION NO. 77967 C.M.S.

WHEREAS, an application has been submitted requesting the commemorative street naming of MacArthur Boulevard between Grand Avenue and Van Buren Avenue as Tupac Shakur Way; and
WHEREAS, California Government Code Section 3409 Ll allows a jurisdiction by resolution to name a new public street or to rename an existing public street ; and WHEREAS, the naming of a new public street or the renaming of an existing public street is exempt from the California Environmental Quality Act of 1970; and WHEREAS, the City Council will occasionally honor the contributions of an outstanding individual with commemorative street names or by the renaming of a public street such as with .

Joe Morgan Way , Herbert Guice Way, Peter Van Kleef Way , Dr. Huey P. Newton Way , Deontae Bush Way , Dorothy King Way , and Too Short Way; and
WHEREAS, the City Council in 2003 established procedures for commemorative street naming through Resolution No. 77967 C.M.S. under which the City Council may, by its own motion , consider the renaming of a public street as a tribute to an individual , or as a result of a significant event or activity if one of the following conditions is met:

The individual has positively impacted the lives of a nation or the world ; or The name change is related to an economic development or redevelopment activity; or The renaming commemorates a significant historical event; and WHEREAS, the City Council may commemorate a nominee either by: a) retaining the existing street name and installing commemorative plagues or signs ; or 2) renaming the existing street for the individual and installing new street signs ; and WHEREAS, the City Council finds that Mr. Tupac Shakur' s (1971-1996) contributions to the Bay Area community eminently merit commemoration:

The life of American hip-hop artist, actor, writer, and humanist Tupac Shakur is internationally observed and celebrated by millions; and although Tupac was born in Harlem, New York City in 1971, later lived in Baltimore, Maryland, and in Marin City, California, he cherished his time in Oakland as his home, stating that he got his 'Game' from Oakland. Tupac Shakur once said: " .. .I give all my love to Oakland, if I'ma claim somewhere I'ma claim Oakland"; and connecting with Oakland-based hip-hop group Digital Underground launched Tupac's career, paying his dues as a roadie, and a backup dancer, before rapping on records.

Tupac became one of the most talented and thought provoking hip-hop Master of Ceremony's (M.C.), releasing several albums, and to date selling over 75 million albums worldwide; and the life of Tupac was an outlet for original artistic expression, as shown in his poem "The Rose That Grew from Concrete," songs such as "Changes," "Keep Ya Head Up," and "Dear Mama" dedicated to his mother, Afeni Shakur, and all Mothers, ''Only God Can Judge Me," and "California Love" where he said: "from Oakland to Sac Town/The Bay Area and back down/Cali is where they put they Mack down/Give me love!".

MacArthur Boulevard between Grand Avenue and Van Buren Avenue where he once lived serves to remind us of his contributions to Oakland and our communities through the celebration of art and culture as an awakening tool towards changes in society; and as it was resolved in 2016 by Mayor of the City of Oakland to proclaim June 16, 2016 as: "TUPAC SHAKUR DAY" in the City of Oakland and encouraged its recognition ofremembrance by all its citizens.

Tupac Shakur's legacy will continue through his contributions in art and social outreach, through his family and fans, touching countless lives of children and elders over the years while alive and after his death, taken too young by gun violence.

WHEREAS, the City Council intends to honor Tupac Shakur's contribution to Oakland and the Bay Area by retaining the existing street name, adding an additional honorary street name and installing commemorative plaques or signs and intends that the costs associated with such a commemorative act will be borne by the Tupac Shakur Foundation; now, therefore, be it RESOLVED: That the Council of the City of Oakland hereby approves the commemorative renaming of MacArthur Boulevard between Grand A venue and Van Buren Avenue as 'Tupac Shakur Way'; and be it
2 FURTHER RESOLVED: That the City Council directs the City Administrator to proceed with the commemorative designation of ' Tupac Shakur Way ' and placement of sign( s) or plaque(s) to that effect on MacArthur Boulevard between Grand Avenue and Van Buren Avenue.
