Daniel,
Here’s the Boards comments from Oakland’s Safety Element (SE) review last week. Overall, I feel like the enjoyed your SE and LHMP. Please let me know if you have any questions. Thanks again for all your work to get through the review process. Have a great day.
BOF liked the graphics, maps, and Safety Element document overall.
SE heavily referenced the LHMP which was good in tying the 2 documents together. The Board noted the LHMP was an extensive and well written document.
Board talked about the fire history from the 60’s through the Tunnel fire in 91. They mentioned the decreased notable fires since the Tunnel Fire shows that your hard work is paying off.
2.6- LHMP estimate 30% of Oaklanders (about 15,000 homes) live in the VHFHSZ. Board mentioned that it’s a good idea to push Defensible Space and Home Hardening into policy in the Safety Element.
Board liked the SE was created as a community facing document that was manageable and accessible to someone that was interested in it. The SE was written well in that the LHMP was so extensively detailed and well connected to the SE.
The Board said the Issue summery 15.7 was so well written that they would have liked to see that at the beginning.
The board noted that 15.10 talks about “peak” burning times (1-6) but noted that the catastrophic fires have occurred outside of these times under Diablo wind conditions.
Table 15.3 has a lot of data but does show that zoning does correspond to higher fire incidents. Some of the data going back 30 plus years may not be a good statistical indicator of the present.
Board liked that the document discussed structure to structure ignition, not just home to
ATTACHMENT D
home but commercial to home or visa versa as well.

Daniel,
I will email you a copy of the comments the Board made during RPC but the official letter from the Board will likely take longer. They have been a little behind in sending those out recently due to vacancies in their staff currently. Just wanted you to be aware there will likely be a delay in you receiving this. Thank you again for being great to work with.

Captain Kennedy,
Thank you for presenting the City of Oakland's Safety Element at this afternoon's RPC. We found the Board's comments to be extremely positive and constructive all the same, in particular the Board's notes about how the Safety Element ties in well with the LHMP, public- facing, and accessible.
When you have a moment, would you please kindly pass along by next Tuesday, August 29 any formal documentation of the BoF's resolution/findings, etc. that City staff can include in its agenda packets for upcoming adoption hearings?
You have been a pleasure to work with and I appreciate you for your attention to our Safety Element throughout this process.
Best,
Daniel Findley

Good morning Daniel,
I will be presenting your Safety Element; you and your staff will only need to listen in and answer any specific questions from the Board if asked. Typically, they just have comments or suggestions to improve your Safety Element. There is nothing you need to “present” to the Board during the RPC meeting. Thank you for the names.

Good morning, Captain Kennedy.
Thank you for the information and agenda. I am confirming that the following Oakland city staff will be attending virtually and available for comment:
Daniel Findley, Planner III
Lakshmi Rajagopalan, Planner IV
Is the Board expecting a presentation from city staff or is that atypical? If presentations are typical, please let me know about how many slides or amount of time we should anticipate needing to present.
Thank you,
Daniel Findley

Hello Daniel,
I would like to invite you to attend our upcoming meeting with the Board of Forestry and Fire Protection. I will be presenting the Oakland Final Draft Safety Element to the Board during the Resource Protection Committee meeting Tuesday August 22, 2023. The meeting starts at 1pm and will run through the agenda in the attached document on page 6 under the Resource Protection Committee Meeting. You are welcome to attend virtually by clicking this link: Resource Protection Committee Meeting and signing up. If the link doesn’t work, please let me know or you can get to it on the Board of Forestry main page under Upcoming Webinars. You are also welcome to attend in person, the address is in the attached document for reference.
The Board is currently reviewing the Final Draft SE along with our SE Review Document and will give me comments during the presentation. Our hope is that you can attend virtually to personally answer any questions that may arise and hear the suggestions and recommendations if any. I need to know who will be representing your jurisdiction and be available to comment so I can give Edith Hannigan their names to be able to unmute you during the presentation.
If you cannot attend due to a conflict in scheduling, I will be taking notes on the Boards comments and send those to you as well. Please feel free to share this with anyone else you feel would like to attend.
Please don’t hesitate to reach out to me for clarification or questions. Thank you.
