NewaffordablehousingfromMeasureUfundingisahugeopportunitytomeetOakland’saffordablehousingneeds.Thisfundingisalsoanopportunitytocreategood,family-supportingconstructionjobsandcareersforOaklanders.
WiththisgoalinmindanddirectionfromtheCEDCommittee,weproposethefollowingamendmentstotheresolution:
WHEREAS, MeasureU fundingalso providesopportunitiesfor goodfamily-supportingconstructionjobsandcareersastheCitycreatesmoreaffordablehousing;and FURTHERRESOLVED: ThatCityCouncilintendstoconsidera futurepolicyonworkplacelaborstandardsforMeasureUBondfundingforaffordablehousingprojects;andbeit FURTHERRESOLVED: That the City Councildirectsthe CityAdministratoror theirdesigneeto convenestakeholdersfromcity departments,constructionlaborunions,affordablehousingdevelopers,andminoritycontractorstodevelopa futurepolicyon laborstandardsfor MeasureU Bondfundingfor newconstructionaffordablehousingprojectsfor Councilconsiderationpriorto thenextissuanceofaNewConstructionNoticeofFundingAvailability;andbeit FURTHERRESOLVED: ThatthefuturepolicyonlaborstandardsforMeasureU Bondfundingfor affordablehousingprojectsshallapplyto futureNewConstructionNoticesofFundingAvailabilityrelatedtoMeasureUBondfunding;andbeit FURTHERRESOLVED: Thatin theinterimbeforea laborstandardspolicyis adopted,theCityCouncilstronglyencouragesaffordablehousingdevelopers
to meetwithconstructiontradeunionsandotherstakeholdersonlaborstandardsfortheirprojects;andbeit Thankyoufor your consideration. Werespectfullyrequest that Council adopt theresolutionwiththeseamendments.
